children need more money than people who do not, regardless of <strong>in</strong>come.<br />

With <strong>in</strong>flation and <strong>the</strong> cost of liv<strong>in</strong>g ris<strong>in</strong>g steeply, <strong>the</strong> value of Child Benefit will be cut by over<br />

10% by 2014. By this time, a family with one child will be around £130 a year worse off than if<br />

Child Benefit had been <strong>in</strong>creased each year <strong>in</strong> l<strong>in</strong>e with <strong>in</strong>flation and a family with three children<br />

will be £285 a year worse off. 13 The freeze not only decreases <strong>the</strong> value of Child Benefit with<strong>in</strong><br />

<strong>the</strong> three year period, but also erodes its real value permanently as <strong>the</strong> cost of liv<strong>in</strong>g rises with<br />

<strong>in</strong>flation. Hence it will permanently reduce <strong>the</strong> real <strong>in</strong>come of nearly all mo<strong>the</strong>rs. It also hits<br />

vulnerable low-<strong>in</strong>come families, particularly s<strong>in</strong>gle mo<strong>the</strong>rs, disproportionately hard as Child<br />

Benefit represents a larger proportion of <strong>the</strong>ir overall <strong>in</strong>come and is often one of <strong>the</strong>ir only<br />

means of subsistence. Research shows that <strong>in</strong> <strong>the</strong> vast majority of cases, Child Benefit is spent<br />

directly on meet<strong>in</strong>g <strong>the</strong> needs of children. 14<br />

Tax credits<br />

There have been a series of changes to tax credits. 15 A number of reductions <strong>in</strong> entitlements to<br />

<strong>the</strong> CTC were announced <strong>in</strong> <strong>the</strong> 2010 budget, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> abolition of <strong>the</strong> additional ‘baby’ and<br />

‘<strong>in</strong>fant’ bonuses. The commitment to <strong>in</strong>crease <strong>the</strong> ‘child element’ by £110 above <strong>in</strong>flation - referred<br />

to <strong>in</strong> <strong>the</strong> Government’s 7th Periodic Report - has s<strong>in</strong>ce been reneged on represent<strong>in</strong>g a cut of<br />

almost £1bn per year. 16 Approximately 5.5 million families will lose out as a result of this change.<br />

Although some of <strong>the</strong> poorest families will ga<strong>in</strong> through <strong>the</strong> <strong>in</strong>crease <strong>in</strong> CTC and <strong>the</strong> <strong>in</strong>crease <strong>in</strong><br />

<strong>the</strong> personal tax allowance, a study by <strong>the</strong> National Family and Parent<strong>in</strong>g Institute concluded<br />

that “<strong>the</strong>se <strong>in</strong>creases are, for many families, off-set by losses from o<strong>the</strong>r elements of <strong>the</strong><br />

benefits and tax credit system”. 17 This study highlights <strong>in</strong> particular that a family with two<br />

children claim<strong>in</strong>g <strong>the</strong> basic rate Work<strong>in</strong>g Tax Credit (WTC) will lose £80.64 <strong>in</strong> 2011 ris<strong>in</strong>g to £210<br />

by 2012/13, and if <strong>the</strong>y work more than 30 hours a week <strong>the</strong>ir losses will be greater <strong>–</strong> £113.82 <strong>in</strong><br />

2011 ris<strong>in</strong>g to £297.42 <strong>in</strong> 2013. 18<br />

Case study: 19<br />

Julia has to scrimp and save, search<strong>in</strong>g out barga<strong>in</strong>s <strong>in</strong> supermarkets, ration<strong>in</strong>g <strong>the</strong> use<br />

of hot water and heat<strong>in</strong>g at home, cutt<strong>in</strong>g out little luxuries and treats. She is consider<strong>in</strong>g<br />

gett<strong>in</strong>g rid of her car, which is expensive to run, especially if it fails its MOT. For <strong>the</strong> first<br />

time this year, she and <strong>the</strong> children didn’t go on holiday at all. The most crippl<strong>in</strong>g expense<br />

fac<strong>in</strong>g her is heat<strong>in</strong>g. “With <strong>the</strong> aid of tax credits we keep our heads above water, but <strong>the</strong>re<br />

is no extra for luxuries or holidays. We already struggle with electric bills, so this summer<br />

I have been collect<strong>in</strong>g any discarded wood and sav<strong>in</strong>g it for when w<strong>in</strong>ter comes for <strong>the</strong><br />

wood burner.”<br />

The planned rise <strong>in</strong> <strong>the</strong> personal allowance for <strong>in</strong>come tax to £8,105 <strong>in</strong> 2012/13 lifts 260,000<br />

people out of taxation, but it does noth<strong>in</strong>g to boost <strong>the</strong> <strong>in</strong>comes of <strong>the</strong> 3,769,525 people<br />
