<strong>UK</strong>, it is likely that government figures understate <strong>the</strong> extent to which women are more likely<br />

than men to be <strong>in</strong> poverty <strong>–</strong> which is problematic <strong>in</strong> itself. 74<br />

Case Study: 76<br />

Sandra, a s<strong>in</strong>gle mo<strong>the</strong>r from Lat<strong>in</strong> America, works 21 hours per week clean<strong>in</strong>g offices<br />

earn<strong>in</strong>g £841 a month. She has two children. Her electricity bill has <strong>in</strong>creased from £20 to<br />

£50 a month and food prices have risen. At <strong>the</strong> same time her hous<strong>in</strong>g allowance has been<br />

cut. She is struggl<strong>in</strong>g to provide for her children. “I have been try<strong>in</strong>g to save money by go<strong>in</strong>g<br />

to [<strong>the</strong> supermarket] between 9 and 10pm when <strong>the</strong>re are discounts and walk<strong>in</strong>g to my<br />

workplace to save on travel expenses. As a family we are struggl<strong>in</strong>g to survive.”<br />

Be<strong>in</strong>g born poor is possibly <strong>the</strong> s<strong>in</strong>gle biggest risk factor <strong>in</strong> becom<strong>in</strong>g a poor adult: social mobility<br />

<strong>in</strong> <strong>the</strong> <strong>UK</strong> has slowed over <strong>the</strong> past 30 years, and is low by <strong>in</strong>ternational standards. 77 People liv<strong>in</strong>g<br />

<strong>in</strong> poverty are effectively excluded from participat<strong>in</strong>g <strong>in</strong> <strong>the</strong> normal activities that are part of<br />

everyday life <strong>in</strong> a ‘developed’ country. 78 Poverty <strong>in</strong> <strong>the</strong> <strong>UK</strong> is about low-<strong>in</strong>comes and material<br />

deprivation, but it is also about social exclusion, stigmatisation, and <strong>health</strong> <strong>in</strong>equalities. 79<br />

Recommendation:<br />

The Government must prioritise social and economic <strong>in</strong>vestment, and target that<br />

<strong>in</strong>vestment <strong>in</strong> pro-poor ways us<strong>in</strong>g a gender lens. The Government can ensure that it<br />

protects <strong>the</strong> services upon which women <strong>in</strong> poverty most rely while help<strong>in</strong>g to boost<br />

demand and provide <strong>in</strong>vestment <strong>in</strong> <strong>the</strong> long-term<br />

Child poverty<br />

In 2010 <strong>the</strong> Government assured us that “measures to tackle <strong>the</strong> deficit <strong>in</strong> <strong>the</strong> Emergency<br />

Budget and Spend<strong>in</strong>g Review will not lead to any measureable <strong>in</strong>crease <strong>in</strong> child poverty over <strong>the</strong><br />

next two years.” 80 They also said that <strong>the</strong>y will “ensure that child poverty concerns are built <strong>in</strong>to<br />

policy-mak<strong>in</strong>g across government”. 81 However, we know that women’s and children’s poverty<br />

are <strong>in</strong>extricably l<strong>in</strong>ked 82 and so <strong>the</strong>re can only be an <strong>in</strong>crease <strong>in</strong> child poverty <strong>in</strong> <strong>the</strong> long-term if<br />
