for particular groups. 22<br />
R<strong>in</strong>g-fenc<strong>in</strong>g fund<strong>in</strong>g is <strong>the</strong> only way to make sure that women, and o<strong>the</strong>r equalities groups,<br />
will receive money. Political will is needed to prioritise <strong>the</strong> needs of women and <strong>the</strong>ir support<br />
services. There is an assumption that susta<strong>in</strong>ability can be achieved through non-government<br />
money, which is not a reality for many small organisations.<br />
The Government’s report has failed to address <strong>the</strong> critical role of women’s NGOs as key<br />
<strong>in</strong>stitutions <strong>in</strong> promot<strong>in</strong>g gender <strong>equality</strong>. Nei<strong>the</strong>r has <strong>the</strong> Government reported on <strong>the</strong> crisis<br />
fac<strong>in</strong>g <strong>the</strong> women’s NGO sector which <strong>the</strong>y have not publicly acknowledged or <strong>in</strong>deed made any<br />
plans to <strong>in</strong>tervene <strong>in</strong> to halt <strong>the</strong> imm<strong>in</strong>ent closure of organisations. (See Appendix: 4 for fur<strong>the</strong>r<br />
<strong>in</strong>formation)<br />
Recommendations:<br />
• There is a need for r<strong>in</strong>g-fenced fund<strong>in</strong>g for women-only services<br />
• The needs of women with<strong>in</strong> a particular locality need to be assessed <strong>in</strong> order to<br />
enable appropriate provision of services and address discrim<strong>in</strong>ation, <strong>in</strong>clud<strong>in</strong>g<br />
with<strong>in</strong> exist<strong>in</strong>g services; local strategies should also be developed to address local<br />
needs<br />
Lack of disaggregated data<br />
CEDAW General Recommendation 28 23 highlights States parties’ responsibility to “create and<br />
cont<strong>in</strong>uously improve statistical databases and <strong>the</strong> analysis of all forms of discrim<strong>in</strong>ation<br />
aga<strong>in</strong>st women <strong>in</strong> general and aga<strong>in</strong>st women belong<strong>in</strong>g to specific vulnerable groups <strong>in</strong><br />
particular... Mechanisms that collect relevant sex-disaggregated data, enable effective<br />
monitor<strong>in</strong>g, facilitate cont<strong>in</strong>u<strong>in</strong>g evaluation and allow for <strong>the</strong> revision or supplementation of<br />
exist<strong>in</strong>g measures and <strong>the</strong> identification of any new measures that may be appropriate.” Dur<strong>in</strong>g<br />
<strong>the</strong> 2012 UPR <strong>the</strong>re was also a recommendation to <strong>the</strong> <strong>UK</strong> to streng<strong>the</strong>n data collection and<br />
ma<strong>in</strong>ta<strong>in</strong> disaggregated data to better understand <strong>the</strong> scale and severity of hate crimes towards<br />
women and o<strong>the</strong>r groups.<br />
However, data is not be<strong>in</strong>g collected at all under some of <strong>the</strong> Equality Act 2010 ‘protected<br />
characteristics’. For example, <strong>the</strong> <strong>UK</strong> has no reliable basel<strong>in</strong>e estimate of how many women<br />
identify <strong>the</strong>mselves as lesbian, bisexual or transgender 24 which is a major obstacle <strong>in</strong> tackl<strong>in</strong>g<br />
discrim<strong>in</strong>ation and <strong>in</strong><strong>equality</strong> and <strong>in</strong> measur<strong>in</strong>g specific needs of this population <strong>in</strong> <strong>the</strong> <strong>UK</strong>. The<br />
lack of socio-economic data about <strong>the</strong> LGB&T community is also a barrier to both fund<strong>in</strong>g and<br />
greater <strong>in</strong>fluence. 25 There is also a lack of data disaggregated by gender and older age <strong>in</strong> some<br />
areas, 26 as well as a general lack of statistics disaggregated by multiple aspects of identity,<br />
such as disability and gender. Statistics also fail to recognise that disabled people are not a<br />
homogenous group and <strong>in</strong>clude disabled women as well as men. Dur<strong>in</strong>g <strong>the</strong> research for this<br />
