Office’s own figures for those that enter <strong>the</strong> NRM, which is already not <strong>the</strong> entirety of traffick<strong>in</strong>g<br />

victims, this would seem to represent a cut of around 60% per head <strong>in</strong> fund<strong>in</strong>g, suggest<strong>in</strong>g that<br />

quality will be reduced.<br />

It is also a matter of some concern that <strong>the</strong> prime contractors of <strong>the</strong>se support services and<br />

<strong>the</strong>ir sub contractors for <strong>the</strong> most part have little or no expertise or track record <strong>in</strong> traffick<strong>in</strong>g<br />

and do not operate from a gendered or human rights framework, though <strong>the</strong>y may have on<br />

occasions accommodated some victims of traffick<strong>in</strong>g for a short time. Of greater concern<br />

is <strong>the</strong> fact that <strong>the</strong> contractor and sub contractees are for <strong>the</strong> most part Christian and/or<br />

evangelical religious groups. While of itself this should not necessarily be problematic, victims<br />

of traffick<strong>in</strong>g come from all religions and none. Many will be self-blam<strong>in</strong>g and already feel that<br />

<strong>the</strong>y have transgressed aga<strong>in</strong>st <strong>the</strong>ir own culture and religion. Some will want an abortion<br />

or have had abortions. Some will be lesbians. Many will have complex drug and alcohol and<br />

o<strong>the</strong>r challeng<strong>in</strong>g and non-conformist behaviours. The danger <strong>in</strong> hav<strong>in</strong>g such overwhelm<strong>in</strong>gly<br />

Christian and/or evangelical religious providers is that, whe<strong>the</strong>r or not <strong>the</strong> organisations actually<br />

promote <strong>the</strong>ir religion, <strong>the</strong>re is a perception among many women that this is a judgmental and<br />

exclusive service provision that could deter women or <strong>in</strong> some cases not offer appropriate<br />

support. F<strong>in</strong>ally, <strong>the</strong>re seems to be a lack of transparency with scant <strong>in</strong>formation as to what <strong>the</strong>ir<br />

service is, what standards <strong>the</strong>y apply, and how <strong>the</strong> system is work<strong>in</strong>g. (See Appendix: 31 for more<br />

<strong>in</strong>formation) The Anti Traffick<strong>in</strong>g Legal Project (ATLeP) 31 reports a massive drop <strong>in</strong> <strong>the</strong> number<br />

of cases be<strong>in</strong>g referred to it, which raises <strong>the</strong> concern that <strong>the</strong>re is less capacity to proactively<br />

promote victims’ access, enforceability and rights <strong>in</strong>clud<strong>in</strong>g legal challenges.<br />

There are some useful, if ra<strong>the</strong>r piecemeal, measures around traffick<strong>in</strong>g <strong>in</strong> <strong>the</strong> devolved nations<br />

though aga<strong>in</strong> often delivered through a religious framework. (See Annex 1)<br />

Recommendation:<br />

Undertake research on <strong>the</strong> extent to which religious delivery can be beneficial<br />

or damag<strong>in</strong>g to <strong>the</strong> access to, uptake and quality of services provided to women<br />

<strong>in</strong>volved <strong>in</strong> traffick<strong>in</strong>g and prostitution<br />

Combat<strong>in</strong>g human traffick<strong>in</strong>g <strong>in</strong>ternationally<br />

International measures still tend to focus on attempt<strong>in</strong>g to discourage <strong>in</strong>dividuals from com<strong>in</strong>g<br />

to <strong>the</strong> <strong>UK</strong>, despite <strong>the</strong>re be<strong>in</strong>g little or no evaluation of such campaigns or whe<strong>the</strong>r this is <strong>the</strong><br />

most appropriate support for develop<strong>in</strong>g countries seek<strong>in</strong>g to address traffick<strong>in</strong>g. To <strong>the</strong><br />

contrary, <strong>in</strong> fact <strong>the</strong>re is ample evidence 32 to suggest that <strong>the</strong> factors that make an <strong>in</strong>dividual<br />

most likely to risk all <strong>in</strong> an attempt for a better life overseas are factors such as <strong>in</strong><strong>equality</strong> and<br />

VAWG, lack of access to education and employment, and extreme poverty. These factors<br />

significantly outweigh <strong>the</strong> potential scaremonger<strong>in</strong>g effect of attempt<strong>in</strong>g to deter travel.<br />

Prostitution<br />

Women <strong>in</strong>volved <strong>in</strong> prostitution suffer a range of complex issues that can lead to high levels of<br />

drug misuse, 33 poor mental <strong>health</strong> 34 and many have a significant history of sexual and domestic<br />
