Recommendation:<br />

It has been calculated that cuts of £1.4bn are be<strong>in</strong>g made to adult social care services across <strong>the</strong><br />

<strong>UK</strong> 132 and councils have tightened eligibility criteria to receive social care. In some parts of <strong>the</strong><br />

country, criteria have not formally changed but voluntary organisations report that <strong>in</strong>formally<br />

it is harder to get an assessment of need. Some councils have <strong>in</strong>creased charges for adults<br />

receiv<strong>in</strong>g social care who have to pay for <strong>the</strong>mselves. 133 Councils have cut services <strong>in</strong>clud<strong>in</strong>g day<br />

centres and reduced <strong>the</strong> amount of time care-staff can spend with those need<strong>in</strong>g care. 134<br />

Cuts to adult social care can have a devastat<strong>in</strong>g impact on older people, disabled people and<br />

carers. Any reductions <strong>in</strong> care or support for carers will affect more women than men as <strong>the</strong><br />

majority of those provid<strong>in</strong>g care (both paid and unpaid) are women <strong>–</strong> 60% of unpaid carers are<br />

women. 135 Also, <strong>the</strong> majority of those need<strong>in</strong>g social care services are women because <strong>the</strong>re are<br />

more older women than older men. 136 Therefore women will be disproportionately impacted by<br />

a range of different cuts <strong>in</strong>clud<strong>in</strong>g:<br />

• reduction <strong>in</strong> fund<strong>in</strong>g for organisations support<strong>in</strong>g carers<br />

• cuts to welfare benefits that may affect those receiv<strong>in</strong>g care as well as those provid<strong>in</strong>g it.<br />

Cuts to legal advice on welfare benefits that is heavily utilised by sick and disabled people. (See<br />

Appendix: 28) The cumulative impacts of all <strong>the</strong>se changes may also lead to human rights issues<br />

for those receiv<strong>in</strong>g care. 137<br />

Even before <strong>the</strong> Budget reductions <strong>in</strong> April 2011 took place, a survey by more than 40 lead<strong>in</strong>g<br />

care charities found that nearly one <strong>in</strong> four (23%) disabled and older people and <strong>the</strong>ir families<br />

had had <strong>the</strong>ir services cut and nearly half (43%) could not afford essentials like food and<br />

heat<strong>in</strong>g, as a result of changes such as <strong>in</strong>creased care charges. More than half of respondents<br />

had also seen <strong>the</strong>ir <strong>health</strong> suffer as a result of changes to services. 52% were struggl<strong>in</strong>g to<br />

ma<strong>in</strong>ta<strong>in</strong> <strong>the</strong>ir <strong>in</strong>dependence and 48% of carers and disabled people were f<strong>in</strong>d<strong>in</strong>g it harder<br />

to stay <strong>in</strong> employment. 138 Research by Carers <strong>UK</strong> also found that more than 80% of carers are<br />

worried about cuts to services. 139<br />

S<strong>in</strong>ce 2010 Social Services budgets have been subject to extreme pressure; nearly all Social<br />

Services Departments have been told to reduce <strong>the</strong>ir budgets by 25%, 140 which has a knock-on<br />
