traffickers. 24 However, we are concerned that <strong>the</strong>se may be piecemeal and often delivered<br />

through a religious framework. (See Article 6)<br />

Under Article 7, <strong>in</strong> Wales, although <strong>the</strong>re was a decrease of three women members of<br />

<strong>the</strong> National Assembly for Wales from 48% to 42% between 2008 to 2013, this rema<strong>in</strong>s a<br />

significantly higher proportion than elsewhere <strong>in</strong> <strong>the</strong> <strong>UK</strong>. The National Assembly for Wales<br />

has <strong>the</strong> first ever female Presid<strong>in</strong>g Officer of a devolved <strong>in</strong>stitution <strong>in</strong> <strong>the</strong> <strong>UK</strong> as well as two<br />

female leaders of <strong>the</strong> four ma<strong>in</strong> political parties <strong>in</strong> Wales. In its Programme for Government 25<br />

<strong>the</strong> Welsh Government has committed to identify<strong>in</strong>g steps to deliver a more representative<br />

pool of decision makers and greater numbers of women <strong>in</strong> public appo<strong>in</strong>tments. The Welsh<br />

Government has also committed to seek<strong>in</strong>g to <strong>in</strong>troduce Norwegian-style gender quotas<br />

for appo<strong>in</strong>tments to public bodies <strong>in</strong> Wales, ensur<strong>in</strong>g that at least 40% of appo<strong>in</strong>tments are<br />

women 26 which <strong>the</strong> Westm<strong>in</strong>ster Government has refused to do. (See Article 4)<br />

Under Article 10 <strong>the</strong> Welsh Government has proposed to make education on ‘<strong>health</strong>y<br />

relationships’ compulsory <strong>in</strong> Welsh schools, 27 which we greatly support. (See Article 10) Fur<strong>the</strong>r<br />

and Higher Education providers are also currently develop<strong>in</strong>g <strong>equality</strong> objectives and action<br />

plans for meet<strong>in</strong>g <strong>the</strong> Equality Act 2010. The protection and expansion of <strong>the</strong> Fly<strong>in</strong>g Start<br />

children’s centre service is also noted. 28 (See Article 11)<br />

Under Article 11 as part of <strong>the</strong> Welsh Strategic Equality Plan, a three year project, Women Add<strong>in</strong>g Value<br />

to <strong>the</strong> Economy (WAVE), is an <strong>in</strong>novative equal pay project funded through <strong>the</strong> Welsh Government.<br />

In terms of women’s <strong>health</strong>, Scotland, Wales and Nor<strong>the</strong>rn Ireland offer similar services for<br />

cancer screen<strong>in</strong>g <strong>in</strong>clud<strong>in</strong>g mobile screen<strong>in</strong>g units. (See Appendix: 23)<br />

Under General Recommendation 19, <strong>the</strong> Domestic Abuse (Wales) Bill, which is expected <strong>in</strong> late<br />

2013, will place a statutory duty on relevant public bodies to have a violence aga<strong>in</strong>st women<br />

strategy <strong>in</strong> place locally which <strong>in</strong>cludes elements of prevention, protection and support, as <strong>the</strong><br />

crim<strong>in</strong>al justice system is a reserved matter for <strong>the</strong> <strong>UK</strong> Government. This will also cover all forms<br />

of violence aga<strong>in</strong>st women <strong>in</strong>clud<strong>in</strong>g sexual violence and rape. 29 We look forward to see<strong>in</strong>g how<br />

this progresses and would encourage <strong>the</strong> o<strong>the</strong>r Devolved Adm<strong>in</strong>istrations to develop someth<strong>in</strong>g<br />

similar. (See General Recommendation 19)<br />

We would like to see more of a 4 nations approach to gender <strong>equality</strong> with <strong>the</strong> Devolved<br />

Adm<strong>in</strong>istrations work<strong>in</strong>g toge<strong>the</strong>r to ensure that positive policy relat<strong>in</strong>g to gender<br />

<strong>equality</strong> is reproduced.<br />

The Government should provide fur<strong>the</strong>r <strong>in</strong>formation to show how it will ensure that it fulfils<br />

its responsibilities under CEDAW, and that all levels of government are comply<strong>in</strong>g with <strong>the</strong><br />

Convention, regardless of <strong>the</strong> status of devolution and decentralisation of power <strong>in</strong> <strong>the</strong> <strong>UK</strong>.<br />
