Community L<strong>in</strong>ks, based <strong>in</strong> East London, delivers tra<strong>in</strong><strong>in</strong>g to NEET young people. In 2011<br />

<strong>the</strong>re were only three apprenticeships, one of <strong>the</strong>m <strong>in</strong> childcare, one of <strong>the</strong> workers<br />

commented. “three of <strong>the</strong> girls on my course applied for <strong>the</strong> place <strong>in</strong> childcare, so you can<br />

imag<strong>in</strong>e what <strong>the</strong> competition for that was like. Do you know what that placement was for?<br />

It was to work with term<strong>in</strong>ally ill kids. They wanted to pay a 16<strong>–</strong>18-year-old £100 a week to<br />

work full-time with term<strong>in</strong>ally ill children.”<br />

A report <strong>in</strong> 2010 47 found that <strong>the</strong> apprenticeships system perpetuated exist<strong>in</strong>g patterns of<br />

occupational segregation and <strong>the</strong> gender pay gap with young women be<strong>in</strong>g encouraged <strong>in</strong>to<br />

low-paid, shorter apprenticeships with fewer progression prospects such as hairdress<strong>in</strong>g and<br />

young men be<strong>in</strong>g encouraged <strong>in</strong>to well-paid, ‘traditional’ apprenticeships with <strong>the</strong> possibility of<br />

progression such as eng<strong>in</strong>eer<strong>in</strong>g. (See Article 11 for fur<strong>the</strong>r <strong>in</strong>formation)<br />

Equality <strong>in</strong> vocational education and Fur<strong>the</strong>r Education<br />

96% of Fur<strong>the</strong>r Education (FE) and sixth form colleges faced a budget cut for 2011/12 48 and<br />

students aged 25 and older have to pay half fees for a GSCE equivalent qualification and full fees<br />

for an A-level equivalent qualification. 49 The Government changed its m<strong>in</strong>d on rules that would<br />

have prevented colleges offer<strong>in</strong>g fully funded courses to people who were not on Job Seekers<br />

Allowance (JSA) or disability benefits that were look<strong>in</strong>g for work. Colleges now have ‘local<br />

discretion’ to provide free courses to students on o<strong>the</strong>r benefits if <strong>the</strong> tra<strong>in</strong><strong>in</strong>g would help <strong>the</strong>m<br />

<strong>in</strong>to work. However, <strong>the</strong>re is no additional fund<strong>in</strong>g for <strong>the</strong>se people and college leaders have<br />

warned that it will be difficult for colleges to provide courses to all of those who would benefit. 50<br />

Women mature students are more likely to be affected by remov<strong>in</strong>g fund<strong>in</strong>g from GSCE<br />

equivalent or A-level equivalent courses. Women are 56% of learners at GCSE equivalent level 51<br />

and of <strong>the</strong> students on ‘<strong>in</strong>active’ benefits, rang<strong>in</strong>g from Income Support to Hous<strong>in</strong>g Benefit, 75%<br />

are female. In London, 67% are also from ethnic m<strong>in</strong>orities. Although <strong>the</strong> Government has done<br />

a U-turn on its policy prevent<strong>in</strong>g colleges from provid<strong>in</strong>g free courses to <strong>the</strong>se students, it has<br />

not provided any fund<strong>in</strong>g to support free courses. 52<br />

FE courses 53 provide a crucial role <strong>in</strong> support<strong>in</strong>g social mobility and aid<strong>in</strong>g women’s job and<br />

career prospects. 54 Currently many of <strong>the</strong>se courses are subsidised by up to 50% for people<br />

over 24, but, <strong>in</strong> 2013, <strong>the</strong> Government plans to scrap f<strong>in</strong>ancial support for this age group entirely<br />

and <strong>in</strong>troduce loans to cover <strong>the</strong> cost of <strong>the</strong>se courses. While <strong>the</strong> new arrangement means that<br />

students no longer have to f<strong>in</strong>d money upfront when <strong>the</strong>y enrol on a course, research by <strong>the</strong><br />

Government Department for Bus<strong>in</strong>ess, Innovation and Skills (BIS) has shown that two thirds of<br />
