The fund<strong>in</strong>g that was previously set aside for Sure Start Centres has been merged <strong>in</strong>to <strong>the</strong> new<br />
Early Intervention Grant, which also <strong>in</strong>cludes fund<strong>in</strong>g for teenage pregnancy, mental <strong>health</strong> and<br />
youth crime programmes. These programmes received nearly £2.5bn <strong>in</strong> 2010-2011 but only<br />
£2.2bn <strong>in</strong> 2011-2012. 21 The Local Government Group has stated that this represents a real-terms<br />
cut of over 25% when compared with <strong>the</strong> grants paid to councils <strong>in</strong> 2010-11. 22<br />
The Government has argued that <strong>the</strong>re is enough money for Local Authorities to cont<strong>in</strong>ue to<br />
support Sure Start projects; however, faced with severe cuts, many Local Authorities have cut<br />
back on fund<strong>in</strong>g for children’s centres. A survey of children’s centre managers <strong>in</strong> 2011 found<br />
that:<br />
• 250 (7%) would close or were expected to close, affect<strong>in</strong>g an estimated 60,000 families<br />
• 2,000 (56%) would provide a reduced service<br />
• 3,100 (86%) would have a decreased budget<br />
• staff at 1,000 centres (28%) had been issued with ‘at risk of redundancy’ notices. 23<br />
These cuts will impact on women’s ability to comb<strong>in</strong>e work and family life. Women who are<br />
unable to meet higher private childcare costs, or for whom <strong>the</strong> alternatives to <strong>the</strong> local Sure<br />
Start Centre are not suitable, will face <strong>the</strong> possibility of hav<strong>in</strong>g to leave <strong>the</strong> labour market <strong>in</strong> order<br />
to look after <strong>the</strong>ir children. 24 (See Article 11 and Appendix: 18 for fur<strong>the</strong>r <strong>in</strong>formation)<br />
Lesbian and bisexual parents<br />
Lesbian and bisexual women who are parents face a variety of negative attitudes and <strong>the</strong>ir<br />
needs must be addressed and met through exist<strong>in</strong>g ma<strong>in</strong>stream services by provid<strong>in</strong>g targeted<br />
<strong>in</strong>formation and support. 25<br />
Teenage parents<br />
Fund<strong>in</strong>g for teenage pregnancy has now been merged <strong>in</strong>to <strong>the</strong> new Early Intervention Grant.<br />
As with Sure Start, we are concerned that without r<strong>in</strong>g-fenced fund<strong>in</strong>g, local governments<br />
fac<strong>in</strong>g severe cuts will no longer provide <strong>the</strong> same level of support for <strong>the</strong>se young women<br />
and <strong>the</strong>ir children.<br />
Hous<strong>in</strong>g related support for vulnerable people, <strong>in</strong>clud<strong>in</strong>g teenage parents (usually mo<strong>the</strong>rs)<br />
comes from Support<strong>in</strong>g People, which is paid from central government to local government and<br />
helps young mo<strong>the</strong>rs to live as <strong>in</strong>dependently as possible <strong>in</strong> <strong>the</strong> community, <strong>in</strong> <strong>the</strong>ir own homes<br />
or <strong>in</strong> o<strong>the</strong>r specialised supported hous<strong>in</strong>g. Support<strong>in</strong>g People has been cut by 12% nationally<br />
and is no longer r<strong>in</strong>g-fenced, which has resulted <strong>in</strong> significant cuts to services for teenage<br />
parents <strong>in</strong> some parts of <strong>the</strong> country. 26<br />
