Similarly it was disappo<strong>in</strong>t<strong>in</strong>g that on enter<strong>in</strong>g office <strong>the</strong> Home Secretary re-issued her Call to<br />

End Violence Aga<strong>in</strong>st Women and Girls strategy 9 and removed both traffick<strong>in</strong>g and prostitution.<br />

(See General Recommendation 19) This results <strong>in</strong> misrepresent<strong>in</strong>g <strong>the</strong> reality, extent and<br />

methods of traffickers. Traffick<strong>in</strong>g and prostitution are <strong>in</strong>extricably l<strong>in</strong>ked to unacceptable levels<br />

of vulnerability, coercion, exploitation, violence and abuse, and we believe that VAWG can only<br />

be tackled effectively if policies, <strong>in</strong>clud<strong>in</strong>g traffick<strong>in</strong>g and prostitution, are brought toge<strong>the</strong>r <strong>in</strong> a<br />

s<strong>in</strong>gle overarch<strong>in</strong>g strategy based on <strong>the</strong> pr<strong>in</strong>ciples of <strong>equality</strong> and human rights.<br />

In address<strong>in</strong>g traffick<strong>in</strong>g only as organised crime, <strong>the</strong> Government does not reflect <strong>the</strong> common<br />

picture of <strong>in</strong>dividual exploitative relationships which still amount to traffick<strong>in</strong>g and so can result<br />

<strong>in</strong> victims be<strong>in</strong>g missed. It also results <strong>in</strong> conflict<strong>in</strong>g, disproportionate and <strong>in</strong>appropriate policy<br />

measures from o<strong>the</strong>r government departments, particularly <strong>the</strong> <strong>UK</strong> Border Agency (<strong>UK</strong>BA),<br />

which is recognised as <strong>in</strong>creas<strong>in</strong>g <strong>the</strong> vulnerability of victims. 10 We are especially concerned that<br />

<strong>the</strong> role of <strong>the</strong> <strong>UK</strong>BA <strong>in</strong> <strong>the</strong> NRM may compromise <strong>the</strong> equal treatment of trafficked women. 11<br />

A significant proportion of traffick<strong>in</strong>g can be <strong>in</strong>ternal and even where it does cross <strong>in</strong>ternational<br />

borders it is not necessarily <strong>the</strong> case that it raises any immigration offences, so this portrayal<br />

and approach is mislead<strong>in</strong>g and risks fail<strong>in</strong>g to address <strong>the</strong> reality and entirety of <strong>the</strong> abuse.<br />

As Dave Stamp from <strong>the</strong> Asylum Support and Immigration Resource Team <strong>in</strong> Birm<strong>in</strong>gham has<br />

commented: “We see a lot of women who are <strong>the</strong>mselves destitute <strong>in</strong> <strong>the</strong> <strong>UK</strong> be<strong>in</strong>g severely<br />

exploited. It happens <strong>in</strong> a lot of ways; partners abuse women and <strong>the</strong>y are be<strong>in</strong>g forced to<br />

rema<strong>in</strong> with <strong>the</strong>ir partners. There is not much law <strong>the</strong>y can rely on without <strong>the</strong>ir partner. We<br />

see women here who have trafficked not just <strong>in</strong>to <strong>the</strong> sex <strong>in</strong>dustry but also <strong>in</strong>to factories and<br />

domestic work. They often also experience sexual violence dur<strong>in</strong>g this process.” 12<br />

We welcome <strong>the</strong> ratification of <strong>the</strong> Council of Europe Convention on Action aga<strong>in</strong>st Traffick<strong>in</strong>g<br />

<strong>in</strong> Human Be<strong>in</strong>gs (CoE Convention). 13 However <strong>the</strong> current strategy and implementation 14<br />

of <strong>the</strong> Convention do not adequately reflect its <strong>in</strong>tention, as it falls short of any mean<strong>in</strong>gful<br />

prevention o<strong>the</strong>r than a focus on borders. 15 There is considerable concern from expert bodies<br />

such as human rights agencies and <strong>the</strong> Group of Experts on Action aga<strong>in</strong>st Traffick<strong>in</strong>g <strong>in</strong> Human<br />

Be<strong>in</strong>gs (GRETA), 16 oversee<strong>in</strong>g <strong>the</strong> implementation of <strong>the</strong> Convention, that an over reliance on<br />

an immigration framework <strong>in</strong>creases <strong>the</strong> vulnerability of victims to exploitation and abuse. 17<br />

Similarly, <strong>the</strong> failures of <strong>the</strong> NRM 18 to adequately identify victims means many victims are not<br />

receiv<strong>in</strong>g <strong>the</strong> protection this Convention affords <strong>the</strong>m. The Convention is clear that it seeks a<br />

gendered approach 19 <strong>in</strong> recognition of <strong>the</strong> gendered nature of <strong>the</strong> abuse and that it is dedicated<br />
