and policy proposals. 12<br />
With <strong>the</strong> consultation for <strong>the</strong> Call to End Violence Aga<strong>in</strong>st Women and Girls Strategy, 13 NGOs<br />
had just been <strong>in</strong>volved <strong>in</strong> a detailed consultation with <strong>the</strong> previous government which led to a<br />
strategy and so did not have <strong>the</strong> capacity to engage aga<strong>in</strong> when <strong>the</strong> <strong>in</strong>formation was <strong>the</strong> same<br />
and <strong>the</strong> strategy it had led to was appropriate.<br />
The Government’s methods of consultation are also not <strong>in</strong>clusive. For example, for Muslim<br />
women with homes, families and jobs it is too difficult to f<strong>in</strong>d time to deal with much of <strong>the</strong><br />
output from government, let alone have a prolonged mean<strong>in</strong>gful discussion with <strong>the</strong>m. 14 There<br />
are also issues with <strong>the</strong> focus on onl<strong>in</strong>e communication which excludes women who are not<br />
computer literate, do not have <strong>in</strong>ternet access, those with disabilities as well as o<strong>the</strong>r issues<br />
outl<strong>in</strong>ed <strong>in</strong> <strong>the</strong> case study below which are relevant for many women.<br />
Case Study: 15<br />
Muslim women have said that <strong>the</strong>y would only engage <strong>in</strong> onl<strong>in</strong>e dialogue with <strong>the</strong><br />
Government if <strong>the</strong>y were sure of be<strong>in</strong>g afforded privacy, anonymity and secure storage<br />
of <strong>in</strong>formation. Communicat<strong>in</strong>g via IT would be a challenge for many Muslim women due<br />
to access and not be<strong>in</strong>g able to use such tools. This was ei<strong>the</strong>r because: <strong>the</strong>y were from<br />
disadvantaged families and communities who could not afford IT; <strong>the</strong>y are part of an<br />
older generation unwill<strong>in</strong>g or unable to understand <strong>the</strong>ir use; <strong>the</strong>y were from families who<br />
disapproved of social media; <strong>the</strong>y could not communicate well enough <strong>in</strong> English.<br />
Recommendation:<br />
Communication is needed between government/public bodies and <strong>the</strong> women’s NGO<br />
sector. <strong>Women’s</strong> organisations need access to greater participation <strong>in</strong> government<br />
policy and processes <strong>in</strong>clud<strong>in</strong>g <strong>in</strong>volvement <strong>in</strong> consultations, however, consultation<br />
with women and NGOs must be susta<strong>in</strong>able, accessible and confidential for those<br />
<strong>in</strong>volved and recognise and value <strong>the</strong>ir knowledge and <strong>in</strong>volvement<br />
In 2012 <strong>the</strong>re were fur<strong>the</strong>r attacks 16 on <strong>the</strong> process of consultation with <strong>the</strong> Government<br />
remov<strong>in</strong>g <strong>the</strong> statutory 12 week m<strong>in</strong>imum consultation period, which forms part of <strong>the</strong><br />
Compact 17 agreement between government and <strong>the</strong> voluntary sector, and say<strong>in</strong>g that<br />
consultation is not even needed <strong>in</strong> many circumstances. This removes <strong>the</strong> ability for women to<br />
be <strong>in</strong>volved <strong>in</strong> <strong>the</strong> decisions that affect <strong>the</strong>ir lives and to ensure that <strong>the</strong>se decisions do not go<br />
aga<strong>in</strong>st CEDAW pr<strong>in</strong>ciples and reduce equal engagement.<br />

The EHRC is <strong>the</strong> National Human Rights Institution (NHRI) for England and Wales and plays a<br />
vital role <strong>in</strong> <strong>the</strong> national mach<strong>in</strong>ery to promote women’s <strong>equality</strong>. An <strong>in</strong>dependent, transparent<br />
