The Government’s Action Plan conta<strong>in</strong>s 35 wide-rang<strong>in</strong>g proposals, which require partnership<br />

work<strong>in</strong>g with and between government departments. It is too early to comment on <strong>the</strong><br />

effectiveness of <strong>the</strong> Action Plan, but a review of IDVAs <strong>in</strong> 2009 estimated that <strong>the</strong>re were less<br />

than half <strong>the</strong> number of tra<strong>in</strong>ed advisors needed to give adequate coverage for all high risk<br />

cases <strong>in</strong> <strong>the</strong> <strong>UK</strong>. Research undertaken 24 <strong>in</strong>dicates that <strong>the</strong>re are still gaps <strong>in</strong> provision which is a<br />

cont<strong>in</strong>u<strong>in</strong>g cause for concern.<br />

Recommendations:<br />

• Allocate adequate resources with<strong>in</strong> government budgets for <strong>the</strong> implementation<br />

of <strong>the</strong> Action Plan at all appropriate levels<br />

• A 4 nations Independent Taskforce should be established, report<strong>in</strong>g to relevant<br />

M<strong>in</strong>isterial Groups on VAWG, to exam<strong>in</strong>e <strong>the</strong> relationship between VAWG and<br />

mental <strong>health</strong>, suicide and self-harm; access to education and o<strong>the</strong>r services; and<br />

<strong>the</strong> impact of cuts <strong>in</strong> public spend<strong>in</strong>g and legal aid on women and girls. It should<br />

also exam<strong>in</strong>e legal and statutory responses, <strong>in</strong>clud<strong>in</strong>g that of <strong>the</strong> police and social<br />

services<br />

On 8th June 2012 <strong>the</strong> Government signed up to <strong>the</strong> Council of Europe’s Convention on<br />

Prevent<strong>in</strong>g and Combat<strong>in</strong>g Violence Aga<strong>in</strong>st Women and Domestic Violence (CAHVIO). 25 This<br />

is welcome as sign<strong>in</strong>g <strong>the</strong> Convention reflects <strong>the</strong> Government’s commitment to tackl<strong>in</strong>g<br />

VAWG; we urge <strong>the</strong>m to ratify it without delay! The UPR exam<strong>in</strong>ation <strong>in</strong> 2012 also urged <strong>the</strong><br />

Government to take more effective measures to combat all forms of VAWG and to ensure that<br />

<strong>the</strong> perpetrators of violence are held to account and punished. 26<br />

Recommendation:<br />

The Government should take steps to ratify CAHVIO as soon as possible<br />

Localism and VAWG<br />

The localism agenda and devolution of responsibility and fund<strong>in</strong>g to Local Authorities is a<br />

particular concern <strong>in</strong> terms of provision for VAWG. 31% of Local Authority fund<strong>in</strong>g to <strong>the</strong> VAWG<br />

sector was cut between 2010/11 and 2011/12, a reduction from £7.8m to £5.4m.<br />

National level policy has <strong>in</strong>sufficient traction on local decision mak<strong>in</strong>g and <strong>the</strong>re is a general<br />

discord between national policy commitments on <strong>the</strong> one hand, and devolution of decision<br />

mak<strong>in</strong>g to local areas on <strong>the</strong> o<strong>the</strong>r. 27 We are concerned about <strong>the</strong> lack of mandatory targets<br />

related to VAWG aga<strong>in</strong>st which <strong>the</strong> performance of Local Authorities can be monitored. This is<br />

at odds with <strong>the</strong> statutory Public Sector Equality Duty (PSED) and guidance from <strong>the</strong> Equality<br />

and Human Rights Commission (EHRC) that Local Authorities must prioritise tackl<strong>in</strong>g <strong>the</strong><br />

causes and consequences of VAWG under <strong>the</strong> Duty. 28 The Government should <strong>in</strong>troduce wide<br />

rang<strong>in</strong>g and comprehensive <strong>in</strong>dicators on VAWG aga<strong>in</strong>st which to monitor efforts to prevent<br />

and respond to VAWG by Local Authorities and o<strong>the</strong>r local partnerships. 29 Data should also be<br />
