Several studies have investigated the potential impact of improved energy use efficiency in<br />

Libya. Bullut and Ekhlat 8 have indicated that the potential impact of improved energy<br />

utilization efficiency and energy management can be quite significant, a mounting to reduce<br />

the demand by about 50 million barrels of oil in the year 2020 (20 %).<br />

Similarly, the country's electricity generation could be significant reduced if improved energy<br />

utilization efficiency by the major energy sectors is achieved. This could amount to 2160 MW<br />

reduction in capacity to be added by the year 2020 9 .<br />

Figure 11 shows Total Energy Intensity and per sector, It is clearly show that the total energy<br />

intensity almost constant during 1995 – 2002.<br />

The analysis of the present energy situation in Libya clearly indicates that there are no<br />

programs toward rational use of energy especially in the industrial sector and transportation<br />

sector. This situation related to many factors summarized as follow:<br />

low electricity tariff specially for residential sector.<br />

2- cheap oil prices for transportation.<br />

3- lack of national policy toward the conservation of energy.<br />

4- lack of specialized national institution which deals with the rational use of energy<br />

lack of detailed and deep studies which help the decision makers to adopt RUE programs.<br />

3. Renewable energy<br />

3.1 Renew able resour ces<br />

Libya is located in the middle of North Africa with 88% of its area considered to be desert<br />

areas, the south is located in the Sahara desert where there is a high potential of solar<br />

energy which can be used to generate electricity by both solar energy conversions,<br />

photovoltaic, and thermal.<br />
