Heat insulation has a big energy saving potential, but in Turkey this saving is so less than<br />

how much it should be. According to the calculations for 400,000 buildings, it was found that<br />

the saving could be 1,220,000,000$ in 2005, considering that the buildings which have taken<br />

licence since 2000 have been built according to the regulations [165].<br />

The energy efficiency of Turkish industrial sector and energy and exergy efficiencies of<br />

Turkish residential-commercial sectors are mentioned above, but it is difficult to find studies<br />

about the energy efficiency of Turkish tertiary sector. The reason of that is that energy<br />

consumption of the tertiary sector is so less than the energy consumption of industrial and<br />

residential sectors.<br />

2.4 Renew able Ene rgy E vo l u ti on<br />

The total renewable energy production and consumption of Turkey are equal to each other,<br />

varying between 9.6 and 10.8 million tons of oil equivalent (toe) each for the 1992-1999<br />

period (Table 60) [141]. Their share in total energy production varies on average between<br />

37% and 43%, while in total consumption, it varies between 15% and 22% for the same<br />

period. Among the production of renewables, biomass that includes wood and dung is the
