Xcel Energy Renewable Development Fund (RDF) was created in 1999 as an outcome<br />

of 1994 Minnesota legislation concerning spent nuclear fuel at Xcel Energy’s Prairie<br />

Island Nuclear Plant. The Xcel RDF provides grants periodically through a Request for<br />

Proposals process. Renewable energy technologies eligible for funding typically include<br />

wind, biomass, solar, hydroelectric generators and fuel cells. Funding is generally split<br />

between new development projects that result in the production of renewable energy,<br />

and research and development.<br />

The first round of grants from the Xcel Energy RDF program, completed in 2001,<br />

supported 19 projects with nearly $16 million in funding. In 2005 the Minnesota Public<br />

Utilities Commission approved the second round of projects funded from the Xcel<br />

Energy RDF program - 29 projects totaling nearly $37 million.<br />

A third round of funding is anticipated in 2006 or 2007.<br />

Agricultural Improvement Loan Program<br />

This low-interest loan program, administered by the Minnesota Department of<br />

Agriculture through the Minnesota Rural Finance Authority (RFA), provides loans to<br />

farmers for improvements or additions to permanent agricultural facilities. This is a<br />

"participation loan," where loans are made by individual financial institutions working with<br />

the RFA, of which there are more than 400 in the state. RFA participation is limited to<br />

45% of the principal amount of the loan, or $200,000, whichever is less. Technology<br />

using biomass or biogas qualifies for loan, includes fuel cells.<br />
