Interconnection Standards
The Alternative Energy Portfolio Standards Act requires the Commission to promulgate
net metering and interconnection rules for customer-generators intending to operate
renewable onsite generators in parallel with the electric utility grid.
The Public Utilities Commission has issued separate proposed rulemaking orders on net
metering and interconnection in November 2005. The interconnection procedures apply
to customer-generators with small generator facilities that satisfy the following criteria:
• The electric nameplate capacity of the small generator facility is equal to or
less than 2 MW;
• The small generator facility is not subject to the interconnection requirements
of a regional transmission organization; and
• The small generator facility is designed to operate in parallel with the electric
distribution system.
The procedures divide the process into four distinct review screens, Levels 1, 2, 3, and
4, depending on the size and nature of the interconnection equipment involved.
