The Alternative Energy Portfolio Standards Act requires the Commission to promulgate<br />
net metering and interconnection rules for customer-generators intending to operate<br />
renewable onsite generators in parallel with the electric utility grid.<br />
The Public Utilities Commission has issued separate proposed rulemaking orders on net<br />
metering and interconnection in November 2005. The interconnection procedures apply<br />
to customer-generators with small generator facilities that satisfy the following criteria:<br />
• The electric nameplate capacity of the small generator facility is equal to or<br />
less than 2 MW;<br />
• The small generator facility is not subject to the interconnection requirements<br />
of a regional transmission organization; and<br />
• The small generator facility is designed to operate in parallel with the electric<br />
distribution system.<br />
The procedures divide the process into four distinct review screens, Levels 1, 2, 3, and<br />
4, depending on the size and nature of the interconnection equipment involved.<br />
