• Equipping or retrofitting all city-owned buildings and developing energy<br />

procurement policies to secure 15% of the power for city-owned facilities from<br />

renewable sources by 2012. A minimum of 33% of the power acquired from<br />

renewable sources must come from on-site renewable energy.<br />

• Requiring all new buildings and additions built for or by the city that are over<br />

50,000 square feet to have 15% of the power to the building generated by onsite<br />

renewable energy.<br />

• Requiring that the city fleet to be fueled with a minimum of 20% nonpetroleum<br />

based fuels within 5 years.<br />

• Developing a rebate program to encourage the use of renewable energy,<br />

including solar panels, by city residents.<br />

• Lobbying for adoption of the Public Regulation Commission's net-metering<br />

measure that will provide the City with opportunities to sell back to utility<br />

Renewable Portfolio Standard<br />

The New Mexico Public Regulation Commission approved the state’s renewable energy<br />

rule in 2002 requiring public utility companies to produce 5% of annual retail<br />

jurisdictional energy sales from solar, wind, hydropower, biomass, or geothermal<br />

sources by 2006. In subsequent years, the renewable portfolio standard will increase by<br />

1% per year until the renewable portfolio standard of 10% is attained in 2011. Each<br />

public utility must establish its compliance annually with the renewable portfolio standard<br />

through the filing of renewable energy certificates with the commission. The certificates<br />

may be traded, sold or transferred by their owner to any other party so long as the<br />

renewable energy is contracted for delivery in New Mexico (unless the commission<br />

determines that there is a regional market for exchanging renewable energy certificates).<br />

Each public utility must offer a voluntary renewable energy tariff for those customers who<br />

want the option to purchase additional renewable energy.<br />
