Net Metering and Sales Tax Exemption<br />

Vermont requires electric utilities to offer net metering to all customers with photovoltaic,<br />

wind, fuel cell or biomass systems until the cumulative generating capacity of netmetered<br />

systems equals 1% of a utility's peak demand. The maximum system size is 15<br />

kW for most systems; farm-based systems may have a maximum capacity of 150 kW. A<br />

provision also allows for "group net metering," allowing on-farm systems to credit on-site<br />

generation against all meters designated to the farm system. Net metering is also<br />

available for up to 10 non-farm systems/year that are greater than 15 kW but less than<br />

150 kW.<br />

The total generating capacity under net metering for each electric utility company is<br />

limited to 1% of a company's peak demand during 1996, or the peak demand during the<br />

most recent full calendar year, whichever is less. Utilities and on-farm system owners<br />

may jointly petition to exceed the enrollment cap.<br />

Additionally, all equipment purchased to construct and install a net metered renewable<br />

energy system is exempt from the state's five% sales tax. The 1999 renewable energy<br />

systems sales tax exemption originally applied only to net-metered systems.<br />

Amendments extended the exemption to residential and commercial renewable-energy<br />

systems not connected to the grid.<br />
