The City Council enacted an RPS in 2005 to provide increasing quantities of renewable<br />
power to the city’s electricity supply. Beginning in 2007, 4% of the city’s power must be<br />
derived from renewable resources and by 2022 the level rises to just over 11%. <strong>Fuel</strong><br />
cell-derived power qualifies as a Tier One resource.<br />

In 2003, the DC Public Service Commission issued an order for Pepco, the electric utility<br />
that serves the city, to implement an interconnection tariff. Pepco also has a detailed<br />
interconnection service agreement in place.<br />
DC permits net metering of systems up to 100 kW that are powered by renewable<br />
energy, including fuel cells operating on renewable fuels.<br />
