Any person or entity that has purchased 50 gallons or more of tax-paid gasoline or any<br />
quantity of tax-paid special fuels (diesel, propane, natural gas or hydrogen) and used the<br />
fuel for a nontaxable purpose may file for a refund of the taxes. The refund is applicable<br />
when special fuels are used to power motor vehicles, aircraft, or when fuel from the main<br />
supply tank of a licensed motor vehicle is used to operate power take-off equipment or<br />
auxiliary engines. Refunds are not available for special fuels used in recreational<br />
vehicles or noncommercial motorboats.<br />

Illinois fosters fuel cell commercialization through the state’s Department of Commerce<br />
and Economic Opportunity (DCEO). Specific activities have included:<br />
• Sponsoring a 2003 fuel cell industry meeting, “Building an Illinois <strong>Fuel</strong> Cell<br />
Industry”, in conjunction with the Illinois Coalition. The meeting was the first of<br />
several meetings planned to foster fuel cell technology within the state.<br />
• Forming partnerships with Argonne National Laboratory, the Illinois <strong>Institute</strong> of<br />
Technology and Gas Technology <strong>Institute</strong> as part of its commitment to fuel cell<br />
research.<br />
• Funding fuel cell research, development and demonstration projects conducted<br />
by Caterpillar, Nuvera <strong>Fuel</strong> <strong>Cells</strong>, Williams Bio-Energy, the Renewable <strong>Fuel</strong><br />
Association, the Illinois Corn Growers, HyRadix and two electric cooperatives.<br />
DCEO renewable energy grants have provided $250,000 for research into ethanol<br />
reformers that convert ethanol or gasoline into hydrogen for fuel cells, and $550,000 in<br />
funding for the development of stationary fuel cells that can supply power to local grids.<br />
