A 2004 executive order directed state agencies and universities to purchase electricity<br />

generated by renewable resources. Class I renewable-energy purchases (which<br />

includes include solar, wind, new sustainable biomass, landfill gas and fuel cells) must<br />

comprise 20% of electricity supplied in 2010, 50% in 2020 and 100% in 2050.<br />

In March 2006, the Connecticut Department of Public Utility Control announced new<br />

programs providing incentives to electric customers that install customer-side distributed<br />

resources. The programs were developed to fulfill goals of Energy Independence<br />

legislation, passed in 2005, that encourages development of new distributed resources<br />

in the state. The initiatives will assist individual business customers that participate by<br />

reducing and managing their energy costs; reduce electric costs (federally mandated<br />

congestion costs) for all Connecticut electric consumers; encourage investment in and<br />

deployment of important new technologies; and enhance electric system reliability by<br />

further diversifying the range of resources to meet electric needs. Several incentives<br />

are available to customers:<br />
