The state’s interconnection standards are outlined in "Rule 21," which outlines standards<br />

for:<br />

• All distributed generation under 10 MW, including renewables; and<br />

• Separate simplified rules for small renewables under 10 kW.<br />

Eligible technologies for interconnection include fuel cells, microturbines, photovoltaic<br />

panels, solar-thermal engines, hydroelectric turbines, wind turbines, combustion<br />

turbines, steam turbines and internal combustion engines.<br />

A 2003 General Assembly bill requires every electrical corporation to provide net energy<br />

metering for eligible fuel cell-generator customers. Net metering is to be provided until<br />

the total cumulative rated generating capacity used by the eligible fuel cell customergenerators<br />

equals 45 MW within the service territory of an electrical corporation with a<br />

peak demand above 10,000 MW, or equals 22.5 MW within the service territory of an<br />

electrical corporation with a peak demand of 10,000 MW or less. The bill prohibits the<br />

combined statewide cumulative rated generating capacity used by the eligible fuel cell<br />

customer-generators in the service territories of all electrical corporations from<br />

exceeding 112.5 MW. 2005 legislation extended net metering of fuel cells through 2009.<br />
