The Grays Harbor Public Utility District (PUD) passed a formal net metering policy in<br />

2002 that differs slightly from what is required by Washington State law, in that the PUD<br />

reimburses customers for net excess generation at the end of each year, at the rate of<br />

50% of the retail rate. State law allows utilities to require customers to grant this excess<br />

generation to the utility without reimbursement. Grays Harbor PUD has voluntarily gone<br />

beyond the state requirement in order to further encourage customers to install<br />

renewable generation. Eligible net metering facilities include solar, wind, hydropower, or<br />

a fuel cell.<br />

This 2003 bill promotes the purchase of fuel cells for state buildings. The measure<br />

requires that:<br />

• When planning for the capital construction or renovation of a state facility, state<br />

agencies shall consider the utilization of fuel cells and renewable or alternative<br />

energy sources as a primary source of power for applications that require an<br />

uninterruptible power source;<br />

• When planning the purchase of back-up or emergency power systems and<br />

remote power systems, state agencies must consider the utilization of fuel cells<br />

and renewable or alternative energy sources instead of batteries or internal<br />

combustion engines; and<br />

• The director of general administration shall develop criteria by which state<br />

agencies can identify, evaluate, and develop potential fuel cell applications at<br />

state facilities.<br />
