Report: Hydrogen Energy Roadmap to Future Economic Development<br />

In October 2005, NYSERDA released The New York State Hydrogen Energy Roadmap,<br />

a survey of resources, and a strategy for developing them into a hydrogen-based fuel<br />

economy for New York. The strategy, drafted by three prominent research groups, was<br />

commissioned by NYSERDA, the New York Power Authority (NYPA) and the Long<br />

Island Power Authority (LIPA). The goal is for hydrogen, by 2020, to serve as a fuel for<br />

transportation and stationary power markets, displacing imported and polluting energy<br />

sources.<br />

The New York roadmap presents a three-phase, market-based transition strategy. The<br />

state’s phases are:<br />

• Phase I – Demonstrate pre-commercial, high-profile hydrogen technologies;<br />

• Phase II – Build the 3C’s: Hydrogen Clusters, Cities, and Corridors (market<br />

entry); and<br />

• Phase III – Link the Hydrogen Clusters (commercialization).<br />

For example, the roadmap calls for the installation of hydrogen fueling stations from<br />

Buffalo to New York City over the next ten years. Their availability coincides with the<br />

planned development of commercially viable hydrogen-fueled vehicles for use in fleets<br />

and personal travel. Further, it suggests additional investments will be encouraged<br />

throughout the State to support the production, transportation, storage and use of<br />

hydrogen.<br />
