SB 2220, passed in 2005, promotes the use of alternative fuels and vehicles among<br />

citizens and in state fleets.<br />

For the years 2006-2010, individuals that purchase a hybrid or AFV, which can be<br />

powered by ethanol, low-sulfur diesel, CNG, LNG, and hydrogen will register for a<br />

special placard and receive a number of incentives, including: an income tax deduction<br />

of $<strong>2000</strong>; a waiver for the initial $27.50 application fee for the Fast Lane Transponder;<br />

waiver of emissions inspections for hybrids getting at least an EPA-estimated 50 mpg<br />

city; right to travel in HOV lanes regardless of passengers for three years following the<br />

enactment of the bill; discounts or free parking in municipalities which choose to<br />

participate.<br />

Additionally, a $10 million bond would establish a fund controlled by the Division of<br />

Energy Resources to assist municipalities and regional transit authorities in building<br />

alternative fuel stations on public lands and acquiring AFVs or hybrids. State fleet<br />

requirements are also outlined in the bill.<br />

The Massachusetts Hydrogen Coalition (MHC) was formed in 2004 with the express<br />

purpose of expanding the hydrogen, fuel cell and related industries in Massachusetts.<br />

MHC is working with the Massachusetts Technology Collaborative and industry,<br />

university and government representatives to develop the Massachusetts Hydrogen and<br />

<strong>Fuel</strong> Cell Road Map. The Road Map process will be a collaborative process resulting in<br />

a set of recommendations to be submitted to the State Legislature on June 15, 2006,<br />
