In 2005, Next Energy Initiative issued their hydrogen and fuel cell economy report<br />
outlining a four-step strategy for the state:<br />

• Prepare and Engage Stakeholders: A “stewardship group” was formed<br />
representing major centers of hydrogen and fuel cell activity in South<br />
Carolina. Stewards included statewide leaders as well as regional and<br />
institutional representatives.<br />
• Analyze and Benchmark South Carolina’s Position: The consulting team<br />
conducted a national comparison of South Carolina at each level of the<br />
innovation pipeline which included benchmarking of hydrogen and fuel cell<br />
research, commercialization and industry supply chain as well as comparison<br />
of the range of state policies and programs for hydrogen and fuel cell<br />
economy development.<br />
• Develop Collaborative, Bottom-Up Market-Driven Actions: The consulting<br />
team worked with three regional centers of hydrogen and fuel cell activity and<br />
completed three rounds of collaborative strategy with each center.<br />
• The first round focused on presenting South Carolina’s current<br />
competitive position in hydrogen and fuel cell innovation and defined<br />
shared competitive challenges.<br />
• The second round brought examples of policies and programs from<br />
other states and defined priority actions to overcome South Carolina’s<br />
challenges in hydrogen and fuel cells.<br />
• The third round of collaborative activity focused on articulating brief<br />
business plans for regionally-specific actions that might also become<br />
the basis for statewide efforts.<br />
• Build an Integrated State Strategy: After each step the consulting team<br />
reviewed the achievements with the Stewardship group, seeking common<br />
needs for a statewide strategy, and defined two levels of strategic directions for<br />
consideration at the state level. Separately, there are also early stage regional<br />
strategies, representing interests and intentions of the three centers of<br />
hydrogen and fuel cell activity in South Carolina to establish nodes or hubs for<br />
ongoing growth.<br />
