E D I T O R I A L Volker Karow Chefredakteur Editor in Chief Emissionshandel wird zur Bedrohung für die Industrie Emissions trading: a threat to industry Nun ist die Finanzmarktkrise in der Realwirtschaft angekommen. Autohersteller kürzen ihre Produktion, der Maschinenbau erwartet für 2009 erstmals seit Jahren keinen Produktionszuwachs, führende Wirtschaftsinstitute sprechen von einer drohenden Rezession in Deutschland. Für andere europäische Länder wird es nicht viel anders aussehen. Die sich abzeichnende konjunkturelle Delle könnte sich auf lange Sicht zu einer Strukturkrise ausweiten, wenn das Votum des EU-Umweltausschusses zum CO 2 -Zertifikatehandel vom Europäischen Parlament bestätigt würde. Selbst wenn es die viel diskutierten Ausnahmeregelungen für energieintensive Branchen gibt, die die Hüttenbetriebe schonen, blieben noch immer die Belastungen für die verarbeitende Industrie, die ab 2013 in den Zertifikatehandel einbezogen werden sollen. Welche Auswirkungen es hat, wenn die Stromkonzerne ihre Emissionszertifikate ersteigern müssen, ist ungewiss. Es ist zu befürchten, dass die Strompreise einen weiteren Schub nach oben erfahren. Das generelle Problem ist von einem EU-Abgeordneten treffend beschrieben, der davon sprach, dass Europa künftig mit Bleischuhen laufen müsse, während Amerikaner und Chinesen mit Joggingschuhen unterwegs seien. Für die deutschen stromintensiven Betriebe kommen strafverschärfend weitere Kostenbelastungen aus der EEG-Novelle hinzu, die eine deutliche Anhebung der Vergütungssätze vorsieht. Trotz einer Deckelung der direkten Kosten der Förderung erneuerbarer Energien entstehen erhebliche indirekte Mehrkosten im mehrstelligen Million-Euro-Bereich. All diese Probleme sind nicht isoliert zu betrachten. Die Autoindustrie, ein wesentlicher Pfeiler der deutschen Wirtschaft, ist mit CO 2 -Grenzwerten und milliardenteuren Strafzahlungen aus Brüssel konfrontiert, die den Erwerb neuer Fahrzeuge verteuern werden. Hier drohen ebenfalls Produktionsrückgänge und Arbeitsplatzverluste. Es bleibt zu hoffen, dass das EU- Parlament die wirtschaftlichen Folgen seiner klimapolitischen Entscheidungen im Blick hat. And things are not much different in other European countries. The looming trade downturn could extend to become a structural crisis in the long term if the vote of the EU Environmental Committee on CO 2 certificate trading is ratified by the European Parliament. Even if the much-debated exception rules for energy-intensive sectors are accepted, which favour smelter operations, there will still be burdens for the processing industries, which are to be involved in certificate trading from 2013. What effects there will be when power concerns have to bid for their emission certificates is unknown, but it is to be feared that power prices will be pushed up still higher. The general problem was tellingly described by a EU delegate, who said that in future Europe will be running with lead boots on, while the Americans and Chinese will be wearing jogging trainers. For power-intensive businesses in Germany other punishing cost burdens arise from the Amendment to the Renewable Energy Sources Directive, which provides for a substantial increase of compensation rates for electricity fed into the grid. Despite some coverage of the direct costs of promoting renewable energies, there are considerable indirect added costs amounting to several million euros in all. All these problems must not be considered in isolation. The automobile industry, a major pillar of the German economy, is being hammered by Brussels with CO 2 -limit values and penalty payments costing billions of euros, which will certainly put up the price of new vehicles. Production cuts and job losses are also almost inevitable. All that remains is to hope that the EU Parliament will show awareness of the economic consequences of its climate policy decisions.
