wird zur Bedrohung<br />
für die Industrie<br />
Emissions trading:<br />
a threat to industry<br />
Nun ist die Finanzmarktkrise in <strong>de</strong>r<br />
Realwirtschaft angekommen. Autohersteller<br />
kürzen ihre Produktion, <strong>de</strong>r<br />
Maschinenbau erwartet für 2009 erstmals<br />
seit Jahren keinen Produktionszuwachs,<br />
führen<strong>de</strong> Wirtschaftsinstitute<br />
sprechen von einer drohen<strong>de</strong>n<br />
Rezession in Deutschland. Für an<strong>de</strong>re<br />
europäische Län<strong>de</strong>r wird es nicht viel<br />
an<strong>de</strong>rs aussehen.<br />
Die sich abzeichnen<strong>de</strong> konjunkturelle<br />
Delle könnte sich auf lange Sicht<br />
zu einer Strukturkrise ausweiten,<br />
wenn das Votum <strong>de</strong>s EU-Umweltausschusses<br />
zum CO 2 -Zertifikatehan<strong>de</strong>l<br />
vom Europäischen Parlament bestätigt<br />
wür<strong>de</strong>. Selbst wenn es die viel diskutierten<br />
Ausnahmeregelungen für<br />
energieintensive Branchen gibt, die<br />
die Hüttenbetriebe schonen, blieben<br />
noch immer die Belastungen für die<br />
verarbeiten<strong>de</strong> Industrie, die ab 2013<br />
in <strong>de</strong>n Zertifikatehan<strong>de</strong>l einbezogen<br />
wer<strong>de</strong>n sollen. Welche Auswirkungen<br />
es hat, wenn die Stromkonzerne ihre<br />
Emissionszertifikate ersteigern müssen,<br />
ist ungewiss. Es ist zu befürchten,<br />
dass die Strompreise einen weiteren<br />
Schub nach oben erfahren. Das generelle<br />
Problem ist von einem EU-Abgeordneten<br />
treffend beschrieben, <strong>de</strong>r<br />
davon sprach, dass Europa künftig<br />
mit Bleischuhen laufen müsse, während<br />
Amerikaner und Chinesen mit<br />
Joggingschuhen unterwegs seien.<br />
Für die <strong>de</strong>utschen stromintensiven<br />
Betriebe kommen strafverschärfend<br />
weitere Kostenbelastungen aus <strong>de</strong>r<br />
EEG-Novelle hinzu, die eine <strong>de</strong>utliche<br />
Anhebung <strong>de</strong>r Vergütungssätze<br />
vorsieht. Trotz einer Deckelung<br />
<strong>de</strong>r direkten Kosten <strong>de</strong>r För<strong>de</strong>rung<br />
erneuerbarer Energien entstehen<br />
erhebliche indirekte Mehrkosten im<br />
mehrstelligen Million-Euro-Bereich.<br />
All diese Probleme sind nicht isoliert<br />
zu betrachten. Die Autoindustrie,<br />
ein wesentlicher Pfeiler <strong>de</strong>r <strong>de</strong>utschen<br />
Wirtschaft, ist mit CO 2 -Grenzwerten<br />
und milliar<strong>de</strong>nteuren Strafzahlungen<br />
aus Brüssel konfrontiert, die <strong>de</strong>n<br />
Erwerb neuer Fahrzeuge verteuern<br />
wer<strong>de</strong>n. Hier drohen ebenfalls Produktionsrückgänge<br />
und Arbeitsplatzverluste.<br />
Es bleibt zu hoffen, dass das EU-<br />
Parlament die wirtschaftlichen Folgen<br />
seiner klimapolitischen Entscheidungen<br />
im Blick hat.<br />
The crisis in the financial markets is<br />
now affecting the real economy. Automobile<br />
manufacturers are cutting<br />
their production, for the first time in<br />
many years mechanical engineering<br />
does not expect to see any production<br />
growth in 2009, and leading economic<br />
institutes are speaking of the threat of<br />
recession in Germany. And things are<br />
not much different in other European<br />
countries.<br />
The looming tra<strong>de</strong> downturn could<br />
extend to become a structural crisis<br />
in the long term if the vote of the EU<br />
Environmental Committee on CO 2<br />
certificate trading is ratified by the<br />
European Parliament. Even if the<br />
much-<strong>de</strong>bated exception rules for<br />
energy-intensive sectors are accepted,<br />
which favour smelter operations,<br />
there will still be bur<strong>de</strong>ns for the<br />
processing industries, which are to<br />
be involved in certificate trading from<br />
2013. What effects there will be when<br />
power concerns have to bid for their<br />
emission certificates is unknown, but<br />
it is to be feared that power prices will<br />
be pushed up still higher. The general<br />
problem was tellingly <strong>de</strong>scribed by a<br />
EU <strong>de</strong>legate, who said that in future<br />
Europe will be running with lead boots<br />
on, while the Americans and Chinese<br />
will be wearing jogging trainers.<br />
For power-intensive businesses in<br />
Germany other punishing cost bur<strong>de</strong>ns<br />
arise from the Amendment to<br />
the Renewable Energy Sources Directive,<br />
which provi<strong>de</strong>s for a substantial<br />
increase of compensation rates for<br />
electricity fed into the grid. Despite<br />
some coverage of the direct costs of<br />
promoting renewable energies, there<br />
are consi<strong>de</strong>rable indirect ad<strong>de</strong>d costs<br />
amounting to several million euros in<br />
all.<br />
All these problems must not be<br />
consi<strong>de</strong>red in isolation. The automobile<br />
industry, a major pillar of the<br />
German economy, is being hammered<br />
by Brussels with CO 2 -limit values and<br />
penalty payments costing billions of<br />
euros, which will certainly put up the<br />
price of new vehicles. Production cuts<br />
and job losses are also almost inevitable.<br />
All that remains is to hope that the<br />
EU Parliament will show awareness<br />
of the economic consequences of its<br />
climate policy <strong>de</strong>cisions.<br />
