to be gleaned from their deposits or surface features. Archaeological resources, particularly isolate<br />

locations, are considered to be ineligible if they are restricted to a surface context.<br />

Archaeological or other cultural resources that are not eligible for nomination to the <strong>National</strong> Register<br />

may still be considered significant and worthy of preservation under various other legal authorities<br />

(NEPA, ARPA, AIRFA, and NAGPRA; see Appendix A).<br />

Collection and Removal of Artifacts<br />

Artifacts have been collected from INL archaeological resources during past investigations, and<br />

similar collections may be assembled in the future under the basic procedures established herein. The<br />

following rules will serve as a protocol for future activities:<br />

Collecting artifacts from INL lands by unauthorized personnel is prohibited by law and actively<br />

discouraged by the INL CRM Office. Violations of this rule will be investigated and, when possible,<br />

prosecuted under appropriate legal authorities (e.g., ARPA and NAGPRA).<br />

Collecting arrowheads from federal land surfaces, though specifically exempt from the penalty<br />

provisions of ARPA, remains illegal when unauthorized or nonsystematic, causes adverse impact, and<br />

is punishable under other statutes.<br />

Collecting artifacts during INL CRM Office investigations is discouraged. However, INL CRM<br />

Office staff and/or individuals under permit from the INL CRM Office may collect artifacts in<br />

accordance with established research designs and priorities, or if they are judged to be in imminent<br />

danger of loss by INL project activities, natural forces, or unauthorized collection.<br />

Collecting artifacts during archaeological surveys or excavations will follow the protocols and<br />

guidelines outlined in specific data recovery plans and in accordance with 36 CFR 79.<br />

All collections will be permanently curated at the Earl H. Swanson Archaeological Repository,<br />

located at the <strong>Idaho</strong> Museum of Natural History at <strong>Idaho</strong> State University in Pocatello, <strong>Idaho</strong>. The<br />

collections will be maintained under standards established in 36 CFR Part 79 and the authority of a<br />

contractual agreement between the curation center and DOE-ID. Collections temporarily stored in the<br />

INL CRM Office will remain in secure fireproof storage until they are transferred for permanent<br />

curation. Organic materials or otherwise delicate or sensitive materials will be transferred<br />

immediately for appropriate storage.<br />

Documentation and Reporting<br />

Documentation standards for INL cultural resource investigations have been established to ensure that<br />

the collected information contributes to a better understanding of the archaeology of <strong>Idaho</strong> and the nation.<br />

Consistent formats are employed to ensure that the assumptions and biases affecting the conduct and<br />

results of the reported work are clearly stated and consistently reported. This consistency also helps to<br />

ensure that information about INL cultural resources is up to date and easily accessible. Information<br />

distributed by the INL CRM Office must undergo appropriate INL security and technical reviews before<br />

being disseminated outside the INL system.<br />

<strong>Cultural</strong> resource investigations conducted at INL are documented in at least one of three basic<br />

formats:<br />

1. Summary of <strong>Cultural</strong> <strong>Resource</strong> Investigation (see Figure 31)—A broad description of cultural<br />

resource investigations completed at INL. If no cultural resources are identified during an<br />

archaeological survey of a given INL area, this summary is the only written document prepared.<br />
