Goals and Tasks<br />

INTRODUCTION<br />

This appendix contains overarching long-term goals, short-term goals, and ongoing and recurring<br />

tasks to achieve them. As short-term goals and specific activities are achieved, they will be dropped from<br />

the list or become ongoing and recurring activities. New goals are added and prioritized in response to<br />

changes in INL mission and operations, the regulatory framework that drives compliance activities, and in<br />

consideration of comments and advice from stakeholders such as interested members of the general public<br />

and tribal partners, and as funding allows.<br />

The following lists reflect identified opportunities for programmatic involvement, ongoing cultural<br />

resource management responsibilities, and the need to retain a comprehensive, effective, and compliant<br />

<strong>Cultural</strong> <strong>Resource</strong> <strong>Management</strong> program. The intent is to respond to the letter and spirit of legal and<br />

policy requirements consistent with long-term stewardship, stakeholder involvement, and tribal interests<br />

as tailored and outlined in this <strong>Plan</strong>. Specific tasks for the present fiscal year and those planned for the<br />

following fiscal year are included in the “INL <strong>Cultural</strong> <strong>Resource</strong> <strong>Management</strong> Annual Report.” This<br />

report is issued each spring and is intended to facilitate discussions regarding goals, tasks, and specific<br />

activities during annual stakeholder meetings.<br />

Long-term Goals and Ongoing and Recurring Tasks<br />

There are ten long-term goals for the INL CRM program. A variety of ongoing and recurring tasks<br />

are associated with each goal.<br />

Goal 1: Identify and Manage INL <strong>Cultural</strong> <strong>Resource</strong>s<br />

Task 1. Reevaluate and update program requirements<br />

Task 2. Seek and maintain preservation partners<br />

Task 4. Inventory and record INL cultural resources<br />

Task 5. Maintain program and project files and records, electronic databases, and GIS data<br />

Task 6. Conduct oral histories<br />

Goal 2: Evaluate INL Properties for Historic Significance<br />

Task 1. Conduct research to develop and update prehistoric and historic contexts required to identify<br />

themes and establish the relative importance of specific resources.<br />

Task 2. Prepare <strong>National</strong> Register of Historic Places nomination documentation as requested by<br />

DOE-ID.<br />

Goal 3: Monitor the Condition of INL <strong>Cultural</strong> <strong>Resource</strong>s<br />

Task 1. Establish baseline condition of select INL cultural resources<br />

Task 2. Assess condition of select INL cultural resources, including at a minimum, Aviators’ Cave,<br />

Prickly Cave, Middle Butte Cave, and WERF burial<br />

<br />

Task 3. Collect data for yearly report (Routine visits to archaeological sites and project-specific<br />

visits).<br />
