eside in DOE-HQ archives, INL archives (such as those located in the technical library, CRM Office,<br />

photography laboratory, document and records centers, Public Relations, and engineering drawings),<br />

and with past and present employees.<br />

2. Identify the appropriate historical context using the characteristics ascertained through Step 1. If there<br />

is no previously identified historic context, a new one may be defined, its values identified, and the<br />

specific characteristics or data requirements outlined and added to the historic context.<br />

3. Compare the characteristics and integrity of the property with integrity and data requirements of the<br />

property category. If the comparison is favorable, the property meets the criteria for the <strong>National</strong><br />

Register. If the comparison is negative, the property fails to meet the criteria.<br />

Nomination to the <strong>National</strong> Register of Historic Places<br />

To date, the first INL reactor, EBR-I, is the only INL structure formally nominated to and listed on<br />

the <strong>National</strong> Register. Nomination packages of other eligible INL architectural properties will be made<br />

for those that will be retained and preserved, and will be made on standard forms provided for that<br />

purpose by the <strong>National</strong> Park Service. When DOE-ID or any other interested party nominates a property<br />

to the <strong>National</strong> Register, DOE will submit the nomination to their agency official and the Keeper of the<br />

<strong>National</strong> Register for processing. As a courtesy, it will also be submitted to the <strong>Idaho</strong> SHPO for review<br />

and comment by the <strong>Idaho</strong> Historic Sites Review Board.<br />

Collection and Storage of Artifacts<br />

Artifacts from the INL World War II heritage and pioneering nuclear era exist across INL. Teams<br />

comprised of cultural resource specialists and persons with specific knowledge of INL historic events<br />

conduct walkthroughs of buildings and facility areas to identify artifacts or items of historical significance<br />

for retention and/or collection. DOE-ID intends that the items be generally used in interpretive displays to<br />

educate the public about INL history and science. Displays will be comprised of both permanent INL<br />

exhibits at the EBR-I Visitors Center and traveling displays to other interpretive centers and museums.<br />

Some artifacts will be considered for preservation in place due to their size and/or DOE-ID’s desire to<br />

retain and interpret them in their original setting.<br />

A permanent curation facility for post-1942 INL artifacts has not been identified and may never exist.<br />

However, DOE recognizes the need for such a facility, not only for INL artifacts, but for those across the<br />

DOE complex. In the meantime, an archival plan will guide the collection of historical INL data, and<br />

historical contexts will guide the identification and collection of other World War II and nuclear-era<br />

artifacts.<br />

Reuse of Historic Architectural Properties<br />

Whenever feasible, DOE-ID will reuse INL buildings, structures, and equipment. Such reuse is<br />

guided by internal management control procedures that provide processes for transferring properties from<br />

one INL project or program to another; screening to determine interest in reusing properties by other DOE<br />

facilities, other federal agencies, and private business; and ensuring that historic significance and features<br />

of properties are taken into consideration prior to activities that may affect them. The procedures for<br />

internal and external reuse are summarized in Appendix A and include:<br />
