to the broad patterns of our history;<br />

or<br />

That are associated with the lives of<br />

persons significant in our past; or<br />

That embody the distinctive<br />

characteristics of a type, period, or<br />

method of construction, or that<br />

represent the work of a master, or<br />

that possess high artistic values, or<br />

that represent a significant and<br />

distinguishable entity whose<br />

components may lack individual<br />

distinction; or<br />

That have yielded, or that may be<br />

likely to yield, information<br />

important in prehistory or history; or<br />

That have achieved significance<br />

within the past 50 years if they are<br />

of exceptional importance.<br />

In addition to meeting one or more of the<br />

aforementioned criteria, properties must possess<br />

integrity in order to be eligible to the <strong>National</strong><br />

Register. Integrity is defined as (Advisory Council<br />

1991):<br />

The authenticity of a property’s<br />

historic identity, evidenced by the<br />

survival of physical characteristics that<br />

existed during the property’s<br />

historic…period. If a property retains<br />

the physical characteristics it<br />

possessed in the past, then it has the<br />

capacity to convey association with<br />

historical patterns or persons,<br />

architectural or engineering design<br />

and technology, or information about a<br />

culture or people.<br />

Integrity has seven qualities that apply to<br />

historic architectural properties:<br />

1. Location<br />

2. Design<br />

3. Setting<br />

4. Materials<br />

5. Workmanship<br />

6. Feeling<br />

7. Association, which is the “direct link between<br />

a property and an event, or person…for which<br />

the property is significant…and is sufficiently<br />

intact that it can convey that relationship”<br />

(Advisory Council 1991).<br />

A property normally must meet at least two of<br />

the seven qualities to be eligible for the <strong>National</strong><br />

Register.<br />

Clearly, some important cultural resources at<br />

INL will not meet any of the evaluation criteria or<br />

will lack sufficient integrity. For instance, the<br />

significance of a traditional cultural area lies with<br />

those who have traditional ties there and can only<br />

be established by communicating directly with<br />

them. Therefore, while the <strong>National</strong> Register<br />

criteria are useful, they are not necessarily used<br />

alone in the process of evaluating significance at<br />

INL. Appendices E and F contain research designs<br />

and historic contexts that provide the background<br />

necessary to evaluate the significance of INL<br />

archaeological and architectural properties.<br />

Significance evaluations play an important role in<br />

identifying cultural resources that should be<br />

protected from impact during INL-sponsored<br />

activities. These evaluations are also an important<br />

part of general cultural resource management<br />

activities at INL. Significance is documented<br />

through data collection and established within the<br />

framework of historic contexts and research<br />

designs developed for each type of cultural<br />

resource known at INL. Some properties exhibit<br />

characteristics that make them eligible for<br />

nomination to the <strong>National</strong> Register of Historic<br />

Places, while others do not, but they are no less<br />

important in the overall management scheme.<br />

INL’s first reactor facility, EBR-I, is listed on<br />

the <strong>National</strong> Register as a <strong>National</strong> Historic<br />

Landmark and Aviator’s Cave was listed on the<br />

<strong>National</strong> Register of Historic Places in 2010.<br />

DOE-ID intends to nominate other properties in<br />

the future. Possible strategies include nomination<br />

of:<br />

display at the EBR-I complex<br />
