All the arrangements connected with the taking <strong>of</strong> the <strong>Census</strong> in the town were carried<br />

out in the Municipal <strong>of</strong>fice under the supervision <strong>of</strong> the President and Secretary.<br />

Paw U, who served as Charge Superintendent in<br />

the Buddawmaw revenue* circle, also rendered valuable assistance in the general organization<br />

<strong>of</strong> the <strong>Census</strong> operations, and I would recommend him for special commendation-<br />

(/") All the Charge Superintendents, Supervisors, and Enumerators assembled on the<br />

forenoon <strong>of</strong> the 2nd March in the hall and the rooms <strong>of</strong> the High School for the purpose <strong>of</strong><br />

preparing the Enumerators' abstracts and circle and charge summaries.<br />

(h) There were no prosecutions under the <strong>Census</strong> Act. * * *<br />

(i) The total actual cost <strong>of</strong> the operations, exclusive <strong>of</strong> the cost <strong>of</strong> forms, was Rs. 217.<br />

The total number <strong>of</strong> births and deaths for the last 10 years was<br />

(/) There is an annual immigration <strong>of</strong> Chittagonian coolies into the town both by land<br />

and water. Most <strong>of</strong> these come into the town to work in the rice-mills and return to their<br />

homes at the end <strong>of</strong> the season<br />

This year the numbers were rather below the usual, as it is said the segregation rules<br />

deter many from coming by steamer.<br />

Another factor in the decrease <strong>of</strong> the number <strong>of</strong> coolies this year was that the paddy<br />

crop for the year was not a good one.<br />

The census taken in this district was non-synchronous. The district was divided into<br />

27 blocks, as there were 27 ywatkugyis in this district ; 25 Enumerators were appointed, one<br />

in charge <strong>of</strong> each<br />

block, and the other two blocks being small ones, with very few hamlets in<br />

each, were placed in charge <strong>of</strong> the two nearest Enumerators.<br />

The Enumerators employed in this district were 2 sergeants, 13 guard-writers, 2 forest<br />

revenue <strong>of</strong>ficers, i Deputy Commissioner's clerk, 1 <strong>of</strong>fice peon, 5 outsiders, i.e., 4 men from<br />

Paletwa village and 1 ywathugyi.<br />

- (2) The 27 blocks were divided into four circles, and a Supervisor was appointed to<br />

each.<br />

The 4 Supervisors appointed were 2 Police <strong>of</strong>fice clerks, 1 Deputy Commissioner's<br />

clerk, and 1 forest <strong>of</strong>ficer.<br />

(3) The four circles were again divided into two charges, i.e., (a) Upper and Lower<br />

Kaladan, (b) Michaungand Lemru. (a) was in charge <strong>of</strong> Maung Mra Tha, Deputy Commissioner's<br />

chief clerk, (b) was in charge <strong>of</strong> Mr. J. T. B. Pedler, Headquarters Inspector <strong>of</strong><br />

Police.<br />

(4) All the Enumerators and Supervisors were called into the headquarters on the 14th<br />

January <strong>1901</strong>, and<br />

were fully instructed how to take the enumeration.<br />

Each Enumerator was supplied with schedule forms together with a list <strong>of</strong> villages from<br />

the General Village register (Appendix A) for each block on the 18th January <strong>1901</strong>. The<br />

Enumerators then commenced their work in taking the enumeration and they completed the<br />

work on the 25th<br />

(5) I am <strong>of</strong> opinion that all the Enumerators have done their work well. Amongst the<br />

4 Supervisors Maung Aung Tha Zan and Maung Ni Tun t6ok great pains over the work.<br />

(6) In my opinion the <strong>Census</strong> enumeration has been well done. As will be seen, there<br />

is an increase roughly <strong>of</strong> 6,000 souls.<br />

(7) As regards the boats plying on the river, orders were issued to the 'guard.writers<br />

below and above Paletwa to send them in to the Paletwa police-station before the 35th<br />

February <strong>1901</strong>. Only seven boats were found plyfng within this district. The boats were<br />

enumerated between the 20th and 25th February.<br />
