As the town <strong>of</strong> Monywa is the headquarters <strong>of</strong> the district there was no difficulty in<br />

securing qualified men for appointment as Charge Superintendents, Supervisors, and Enumerators.<br />

Government servants as a rule were selected for these appointments. Circle maps<br />

were prepared from the Municipal map and supplied to the Supervisors with circle lists.<br />

{b) House-numbering.—-This work was started from the 15th October and finished on the<br />

15th November 1900. * * *<br />

(c) The agency employed.—Excluding the Charge Superintendents, Supervisors, and<br />

Enumerators for the railwav and survey camps, there were three Charge Superintendents, 13<br />

Supervisors, and 52 Enumerators appointed for the <strong>Census</strong>. The area <strong>of</strong> the Municipality,<br />

each myothuayiship, that is, Monywa and Hlegu, and the civil station, including the military<br />

and<br />

civil police and the Old Cantonment, was treated as a separate charge, and the appointment<br />

<strong>of</strong> Charge Superintendent for the civil station and the Old Cantonment was fjield by the Civil<br />

Surgeon, the Treasury Officer for Hlegu, and the Akunwun for Mdnywa. *<br />

All the myothugyis and akwetoks, excepting those akwetoks who were incompetent for<br />

Supervisors, were appointed as Supervisors. * * .* Most <strong>of</strong> the traders and clerks<br />

were selected to be Enumerators for the blocks in which they had their residence.<br />

(d) The preliminary enumeration.—-The preliminary enumeration <strong>of</strong> the town was<br />

commenced on the night <strong>of</strong> the 15th January <strong>1901</strong>.<br />

(e) The final enumeration.—The work at this stage was done with care under the<br />

control <strong>of</strong> the Charge Superintendent and Supervisors, who were moving in their respective<br />

charges till the enumeration was entirely finished on that night, and I may say that the work<br />

was done satisfactorily. The work was' done willingly by all those who were employed on<br />

this work. With the exception <strong>of</strong> Mr. B. Krishna, my Chief Clerk and Supervisor <strong>of</strong> Kadoyat<br />

block, and Maung Ne Win, Enumerator under Mr. Krishna, no one deserves special mention<br />

for the <strong>Census</strong><br />

work. * * * Enumerator Maung Ne Win deserves credit for the<br />

correctness and neatness <strong>of</strong> the entries in his schedules.<br />

(k) There were no prosecutions under the <strong>Census</strong> Act.<br />

(z) The total actual cost <strong>of</strong> operations incurred in this Municipality amounted to Rs.<br />

10- 1 0-0 only for supplying stationery to the <strong>Census</strong> employes.<br />

(k) Vital statistics.—The registration <strong>of</strong> births and deaths was introduced only in<br />

Preparation <strong>of</strong> Appendix A and <strong>of</strong> the circle lists.—Appendix A was completed<br />

(a)<br />

early in January. The Superintendent, <strong>Census</strong> Operations, on going through the list at the<br />

beginning <strong>of</strong> September 1900 found many <strong>of</strong> the blocks too large and in some cases unsuitable<br />

persons proposed as Enumerators. The appendix was therefore revised. Circle lists and<br />

maps were sent out on the 31st October 1900, together with the instructions, to Supervisors.<br />

(b) House-numbering.—Circular No. 10 <strong>of</strong> 1900 was received on the 13th October igoo<br />

and Charge Superintendents were instructed to have the work <strong>of</strong> house-numbering completed<br />

as early as possible in November. It commenced on the 1st November 1900 and was completed<br />

on the 1 2th January <strong>1901</strong>.<br />

(c) The agency employed.—Twelve Charge Superintendents, 181 Supervisors, and 1,407<br />

Enumerators were employed. The Charge Superintendents were in every case Township<br />

Officers, except in the case <strong>of</strong> the Thaungdut and Kanti States, where the Charge Superintendents<br />

were the Saiebwas <strong>of</strong> those States, and the old Seywa circle, where the Charge Superintendent<br />

was Maung Kyaw Gaung, Head Constable. The Supervisors were mostly subordinate<br />

<strong>of</strong>ficials, clerks, and myothugyis. Among the Enumerators were clerks and policemen,<br />

but the large majority were ywathugyis.<br />

(d) The preliminary enumeration.—This commenced on the 10th January igoi and was<br />

completed on the 15th February <strong>1901</strong>. * * * Owing to the great distances and<br />

deficient communication<br />

<strong>of</strong> the district it was considered advisable to have the preliminary<br />

figures for use in the event <strong>of</strong> the summaries <strong>of</strong> the final <strong>Census</strong> not reaching headquarters<br />

in time. The preliminary figures were actually used for the whole <strong>of</strong> the Legayaing subdivision<br />

and for the Kale township. * * *<br />

(e) The final enumeration.—All <strong>of</strong>ficers worked well and hard, and I believe that very<br />

few persons have escaped enumeration.<br />

The best work was done in the Kindat subdivision, and I have to thank Mr. Kenny,<br />

Subdivisional Officer, and Maung Po Hla, Township Qfficer, Kabawchaung, for the excellent<br />

work they did. Maung Ba, Gyaw, Treasury Officer, who had the most difficult circle in the
