There has been practically no immigration from the Shan States ami the emigration<br />

thereto from this district is too small to be worth considering. Natives <strong>of</strong> <strong>India</strong> are the only<br />

people who seem to evince a desire to move upwards to the .plateau, chiefly because they<br />

are petty traders and there is almost a virgin field in which to start cheating the Shans.<br />

From A. L. Hough, Esq., Deputy Commissioner, Yamethin, to the Superintendent, <strong>Census</strong> Operations,<br />

<strong>Burma</strong>,—No. 1550-3M.— 1 <strong>of</strong> 1900, dated the 22nd April <strong>1901</strong>.<br />

With reference to<strong>Census</strong> Department Circular No. 24 <strong>of</strong> 190 1, I have the honour to<br />

forward below a brief report on the <strong>Census</strong> operations in the Yamethin district.<br />

(a) The preparation <strong>of</strong> the general register <strong>of</strong> villages was commenced on the 24th May<br />

and completed on the 28th July 1900. * * * The circle lists with maps were completed<br />

on the 15th October igoo and were distributed on the same day to the Supervisors<br />

through their respective Charge Superintendents.<br />

(b) The house-numbering in the rural areas was commenced on the 1st October and completed<br />

on the 15th November. The numbering was carried out strictly in accordance with<br />

the instructions given.<br />

(c) The agency employed was as follows :<br />

The agency employed was generally very efficient, consisting <strong>of</strong> numerous ministerial <strong>of</strong>ficials<br />

in all departments who, on the whole, worked exceedingly well. There were a large number<br />

<strong>of</strong> headmen, their clerks and villagers who were also employed as Enumerators.<br />

(d) The preliminary enumeration was commenced on the 15th January <strong>1901</strong> and completed<br />

on the 23rd February 190 1. There was no difficulty in taking the enumeration as the<br />

people on the whole gave willingly what information was required <strong>of</strong> them.<br />

(e) The final enumeration was carried out without a hitch. I have pleasure in recording<br />

that Mr. R. A. Gibson, Settlement Officer, rendered me valuable assistance in preparing the<br />

<strong>Census</strong> map and giving instructions to his Inspectors and Surveyors, who' were appointed<br />

Change Superintendents and Supervisors, and in supervising their work.<br />

The men <strong>of</strong> the Settlement and Land Records staff who may be mentioned as having<br />

done good work are —<br />

The Subdivisional Officers, Messrs. C. S. Pennell, H. H. Duff, and latterly E. J. Colston, <strong>of</strong><br />

Pyinmana, and W. G. Bowden, <strong>of</strong> Yamethin, worked hard in the way <strong>of</strong> supervision.<br />

Maung Po Gyi (Officiating Myook), Yamethin, who carried out the latter portion <strong>of</strong><br />

the <strong>Census</strong> work in the Yamethin.township charge for about one month.<br />

In connection with the <strong>of</strong>fice work, Mr. E. J. Ezekiel, Chief Clerk <strong>of</strong> my <strong>of</strong>fice, worked<br />

most commendably. He worked really hard and faithfully.<br />

(/") The district, charge, and circle summaries were commenced on the 2nd and completed<br />

on the 6th March igot, when the district total was telegraphed to the Commissioner <strong>of</strong><br />

<strong>Census</strong>, Calcutta, and the Superintendent, <strong>Census</strong> Operations, <strong>Burma</strong>.<br />

{£) There were no non-synchronous areas in this" district. * * *<br />

(h) No prosecutions were instituted under the <strong>Census</strong> Act, or necessary. * * *<br />

(*) The total actual cost <strong>of</strong> the operations, exclusive <strong>of</strong> the cost <strong>of</strong> forms aud stationery<br />

supplied from the <strong>Census</strong> <strong>of</strong>fice, is *¥ * * Rs. 211-14-0. * * *
