his work, and both he and Maung Swe Pon deserve great credit.<br />
Mr. Beale, Subdivisional<br />
Officer, Minbu, practically took the whole control <strong>of</strong> the <strong>Census</strong> <strong>of</strong> the Shwezettaw festival<br />
into his own hands and spared no trouble to secure the accuracy <strong>of</strong> the returns. Mr. Stirling,<br />
Executive Engineer, in charge <strong>of</strong> Irrigation Works at Aingma, rendered invaluable service<br />
in personally superintending the <strong>Census</strong> <strong>of</strong> the irrigation employes and their dependents.<br />
(/) Mr. Beale, Subdivisional Officer, Minbu, was appointed special <strong>of</strong>ficer for the preparation<br />
<strong>of</strong> district charge totals.<br />

subdivision totals were all late and the Ngape and Legaing charges kept the<br />
figures for the district waiting for an undue period.<br />
There was absolutely no reason why the totals for all charges in the district should not<br />
have been in in time had the Charge Superintendents done their work efficiently from the<br />
commencement. All Charge Superintendents and Supervisors were supplied with cyclostyled<br />
copies <strong>of</strong> the form for summaries in addition to the printed form to prevent mistakes.<br />

(h) No prosecutions were instituted under the Act. * * * The attitude <strong>of</strong><br />
the people towards the operations generally was good, and I found every one asked willing to<br />
give assistance. The advocates in Salin gave great assistance and their services and tho^e <strong>of</strong><br />
their clerks were freely utilized.<br />
(t) The total cost <strong>of</strong> the operations, so far as can be ascertained, is Rs. 1 2-14-0, contingent<br />
charges. * * *<br />

There is every reason to believe that the general results obtained give as correct an<br />
account <strong>of</strong> the population <strong>of</strong> the district on March 1st as can be obtained.<br />

(/) There appears to have been a movement <strong>of</strong> agricultural labourers from Salin township<br />
to Lower <strong>Burma</strong> and a tendency to settle there permanently, but the data on this point<br />
are inadequate and I am unable to give any detailed information.<br />

I HAVE the<br />

honour to report that I am submitting my <strong>Census</strong> schedules for this district,<br />
and as requested in your Circular No. 24 <strong>of</strong> I got, beg to make the following remarks on points<br />
noted :<br />
(a) The first intimation received regarding <strong>Census</strong> operations was the receipt <strong>of</strong> 100<br />
forms <strong>of</strong> the general register <strong>of</strong> villages from the Superintendent, Government Printing, <strong>Burma</strong>,<br />
on the 17th April 1900.<br />
By the 20th <strong>of</strong> June the general register <strong>of</strong> villages was completed for the whole district<br />
and despatched to each Township Officer for check and for filling in names <strong>of</strong> persons<br />
suited to be appointed as Supervisors and Enumerators, and for the division <strong>of</strong> the villages into<br />
<strong>Census</strong> circles.*****<br />
By the nth <strong>of</strong> August all the registers were returned to this <strong>of</strong>fice and a <strong>Census</strong> map<br />
was prepared showing the distribution <strong>of</strong> charges and circles.<br />

Circle lists.—The orders for the preparation <strong>of</strong> the circle lists were received on the 7th<br />
September and the preparation <strong>of</strong> the lists and circle maps was at once taken in hand, as also<br />
the appointment orders for Supervisors and Enumerators.<br />

Register <strong>of</strong> towns. — Orders for its preparation were received on the 27th July, and the<br />
Superintendent, Government Printing, was asked by telegram to<br />

_ supply the necessary forms. On receipt, the necessary entries were<br />
made and the<br />

Charge Superintendents with the names <strong>of</strong> Supervisors and Enumerators<br />
selected and division into circles, maps were prepared and submitted to the Superintendent<br />
with abstract <strong>of</strong> General Tqwns Register on the 1 2th September.<br />
Circle lists. Towns.—On the 15th October forms were received; they were duly prepared<br />
and distributed with maps and appointment orders for Supervisors and Enumerators on<br />
the 19th October.<br />
