(e). Thefinal enumeration.— I consider the quality <strong>of</strong> the work performed was generally<br />

adequate. As to the Charge Superintendents, Maung Lu Han had the most important and<br />

populous, charge, namely, the town, and his work, which the <strong>Census</strong> Superintendent checked<br />

personally, is, I consider, worthy <strong>of</strong> special mention and p.aise. Of the other Charge Superintendents,<br />

Maung Tha Zan U, Maung Shwe Chaung, Maung Shwe Myu, and Maung Thein<br />

Maung, all deserve credit for the way they carried out their duties.<br />

(f) The preparation <strong>of</strong> district and charge summaries.—These were prepared according,<br />

to the orders and no serious hitch took place. * * *<br />

(g) The operations in non^synchronous areas. Central township.—For the villages <strong>of</strong><br />

Aungthawara, Ayu, Amya, and Sinbyudaing the enumeration was taken on the 29th December<br />

I goo and completed on the 15th February <strong>1901</strong>.<br />

For the villages in the Kyauktwin arid Kamaungthwe circles the enumeration commenced<br />

on the 1st January and was completed on the 15th February <strong>1901</strong>.<br />

South-eastern township. —For the non-synchronous villages in the South-eastern township<br />

the enumeration commenced on the 1 1 th January and was completed on the 15th <strong>of</strong> the<br />

follfcwihg month.<br />

No special difficulty arose in the riori-synchronous enumeration, intelligent dfficers being<br />

appointed as Enumerators for each charge.<br />

(h) Prosecutions under the Act.—There were no prosecutions under the Act. * * *<br />

(i) -The total cost <strong>of</strong> the operations was Rs. 251-11-6.<br />

(j) The correctness or otherwise <strong>of</strong> the results obtained.—As the work was carried out<br />

with care and properly supervised, it is, I think, fair to hold that the figures for this district<br />

are as correct as_<strong>Census</strong> figures ordinarily are.<br />

(k) Vital statistics.—These statistics show that from the year 1891 the births have<br />

largely outnumbered the deaths, the figures being 27,380 births as against 15,012 deaths,<br />

which is very satisfactory. * * *<br />

In conclusion I desire to express my appreciation <strong>of</strong> my chief clerk Mr. Gallope's services.<br />

The <strong>Census</strong> has put a great deal <strong>of</strong> extra work on him, and he has worked loyally and indefatigably<br />

to ensure its success.<br />

Maung Po Thein, who was appointed as special <strong>of</strong>ficer to check the figures, gave a good<br />

deal <strong>of</strong> his time to the work.<br />

<strong>Burma</strong>,<br />

AS requested in your letter No. 223-51—C. 0., dated the 18th January 19O1, I have the<br />

honour to forward herewith a brief report on the <strong>Census</strong> operations generally in the Mergui<br />

district.<br />

(a) The preparation<br />

<strong>of</strong> the general register <strong>of</strong> villages or towns and <strong>of</strong> the circle<br />

list.-—This ^work was completed long before my time. It was carried out as directed in the<br />

instructions.<br />

(b) House-numbering.—House-numbering commenced on the 1st October and was completed<br />

by the end <strong>of</strong> November.<br />

(c) The agency employed.—Including the non-synchronous tracts we had eight Charge<br />

Superintendents, 39 Supervisors, and 543 Enumerators.<br />

The Charge Superintendents were the Township Officers, and for the Selongs and the<br />

pearling fleet the work was entrusted to the late Mr. Clogstoun, District Superintendent <strong>of</strong><br />

Police, and the Akunwun Maung U respectively.<br />

The Supervisors were'Revenue Surveyors and Inspectors where available, arid in other<br />

places taikthugyis, clerks, &c, were employed.<br />

Enumerators were drawn from all classes.<br />

(d) The preliminary enumeration ; work done in testing it, &c—The preliminary enumeration<br />

was completed in most places, though not in all, by the 15th February. It was<br />

finally completed everywhere by the 28th February.<br />

(e) The final enumeration.—As regards the final enumeration there is little that I can<br />

usefully say, except that no pains were spared to make it a success, and both myself and my<br />

<strong>of</strong>ficers confidently expected to be able to despatch our telegram on the evening <strong>of</strong> the 5th<br />

March. The launch got back to Mergui on the 3rd, bringing the charge summaries from<br />

the Maliwun subdivision, the Bokpyin township, the Ye-e circle <strong>of</strong> Mergui township, arid the<br />

Southern and Central Selongs. * * * I found that the Palaw totals were delayed<br />

for want <strong>of</strong> the results from the Tanyet-kayin circle {Taikthugyi Maung Kya Yon). * *<br />

* The Township Officer <strong>of</strong> Palaw arrived on the 5th, but the Tanyet-kayin Supervisor<br />

did not produce his summary till late on the evening <strong>of</strong> the 8th.
