(b) House-numbering.—The date <strong>of</strong> commencement and completion in each case was as<br />
follows :—<br />
Moulmein subdivision.<br />
Commenced on the 30th November; completed on the 14th December.<br />
Amherst subdivision.<br />
Commenced on theist October as regards Wagaru and Bilugyun, on the 15th October as<br />
regards Zaya and Yelamaing; completed on the 15th November.<br />
Kawkareik subdivision.<br />
Commenced in October for synchronous and non-synchronous tracts; completed at the<br />
end <strong>of</strong> November for the former and the middle <strong>of</strong> December for the latter.<br />
(c) Agency employed.—Eleven Charge Superintendents, 99 Supervisors, and 1,112<br />
Enumerators.<br />

Charge Superintendents and Supervisors, they consisted <strong>of</strong> <strong>of</strong>ficials, Township<br />
Officers, Inspectors <strong>of</strong> Land Records, revenue surveyors, &c. ; and for Enumerators,<br />
village headmen and ten-house gaungs ;<br />
but when the latter were illiterate, then teachers<br />
and literate agriculturists, &c.<br />
(d) Preliminary enumeration. —This commenced on the 15th January and was over by<br />
the 31st. The work done in testing was not only extensive but thorough.<br />
(e) Final enumeration.— It is difficult to select, as all, except two or three gave full<br />
satisfaction. Amongst those who deserve special mention are<br />
Charge Superintendents.<br />

(/) Preparation 0/ the district, charge and' circle summaries.—The arrangements<br />
generally were as follows On the morning following the final enumeration the Enumera<br />
tors had to go to a selected " rendezvous," where they met their Supervisors, and checking was<br />
done. The Supervisors and Enumerators then met the Charge Superintendent, when checking<br />
was again gone through and the charge summaries prepared, and special messengers<br />
arranged beforehand, employed to proceed with the figures to the Subdivisional Officer who<br />
arranged that they should reach the hands <strong>of</strong> the Deputy Commissioner by wire. The result<br />
was, I was able to wire the district totals on the 6th.<br />

{g) The operations in non-synchronous tracts.—Having settled upon the tract and receiving<br />
the approval <strong>of</strong> the Superintendent <strong>of</strong> <strong>Census</strong>, I was able to employ 43 police constables<br />
to assist as Enumerators in addition to others selected Lorn literate villagers.<br />
The Charge Superintendents and Supervisors were all, except four, Government servants.<br />
The difficulties that had to be combated were more difficulties <strong>of</strong> communication, owing to<br />
the wild nature <strong>of</strong> the country in parts, and it was necessary to employ police.<br />
The figures obtained may be regarded at any rate as approximately correct.<br />
