and the preliminary figures <strong>of</strong> three townships had to be worked upon for the " provisional<br />
totals," as the final were not received in time. By 9 o'clock at night on the 7th March the<br />
required telegrams<br />

were ready and despatched to Rangoon and Calcutta.<br />
(g) Operations in non-synchronous tracts— Hlaingbwe.—Commenced on the 1st February<br />
and ended on the 26th February ; some Supervisors and Enumerators had to be engaged<br />
at a cost <strong>of</strong> Rs. 219-12-0.<br />
The services <strong>of</strong> one chief head constable and three police sergeants were utilized as<br />
Supervisors and Enumerators.<br />
(h) No prosecutions under the Act were instituted in this district. A few cases <strong>of</strong> remissness<br />
and neglect <strong>of</strong> <strong>Census</strong> duty were, however, brought to my notice, but they were not<br />
<strong>of</strong> such a nature as called for punishment. * * * The total actual cost <strong>of</strong> the operations<br />
in this district amounted to Rs. 344-12-6 up to date, and the results appear to me to be<br />
satisfactory and correct.<br />
(k) Vital statistics.—There have been no epidemics <strong>of</strong> any note in the district during<br />
the past decade.<br />
(/) Emigration and immigration during the past 10 years.—The native population will<br />
be found to have increased in the Thaton subdivision as native coolies have gradually ousted<br />
the <strong>Burma</strong>ns to a large extent.<br />

<strong>Burma</strong>,— No. 56-32, dated the 9th March <strong>1901</strong>.<br />
In compliance with your Circular No. 24 <strong>of</strong> <strong>1901</strong> (<strong>Census</strong> Department No. 223-51C.O.,<br />
dated the 18th January <strong>1901</strong>), I have the honour to report as follows:<br />
(a)<br />
Circle lists were prepared in accordance with the rules.<br />
(6) House-numbering commenced from the 3rd October and was completed on the<br />
20th November 1900 in the town. For the Tabaung festival the numbering<br />
<strong>of</strong> stalls commenced on the 26th February <strong>1901</strong> and was completed on the<br />
same date.<br />
(c) There were two charge Superintendents, both were Gazetted "<strong>of</strong>ficers, seven-<br />
Supervisors, five Weird headmen and the other two the Subdivisional Police<br />
Officer and the Municipal Secretary. There were 94 Enumerators employed<br />
in the town and Tabaung feast ; 23 were clerks, school-masters and<br />
policemen, the remaining 71 were selected persons.<br />
[d) The preliminary enumeration commenced on the 16th January <strong>1901</strong> and was<br />
completed on the 31st January <strong>1901</strong>.<br />
{e) The final enumeration was carried out under the superintendence <strong>of</strong> the President<br />
and Charge Superintendents.<br />
(/) The summaries were completed and despatched on the 6th March <strong>1901</strong> to the<br />
Deputy Commissioner, That6n.<br />
{g)<br />
Among the Charge Superintendents Mr. Godber and Maung Shaung did invaluable<br />
work. Among the Supervisors Maung Wuna, a ward headman, was<br />

conspicuous in dealing with the Binhlaing quarter.<br />
Maung Chit Tun's charge. He, as Secretary, had a great deal <strong>of</strong> supervision<br />
beyond this. It was owing to his exertions that the streets were<br />
deserted during the <strong>Census</strong> and that the enumeration was so quickly concluded.<br />

Owing to preliminary hitches, I found it necessary to appoint a number <strong>of</strong> headquarter<br />
clerks as Enumerators in Lewe-in and other circles. Among these the following were preeminent,<br />
though all worked well :<br />

MOULMEIN TOWN.<br />
The town for <strong>Census</strong> purposes was divided into two charges under two Charge Superintendents<br />
the Secretary and Engineer to the Municipality being the one for the northern por -<br />
tion and Mr E C S. "Shuttieworth being the other for the southern portion.<br />
