The number of students permitted to enroll in a specific class may be<br />

limited by classroom size, available seats, and contractual agreements.<br />

Students are encouraged to enroll early.<br />

MATRICULATION<br />

Matriculation is a process that brings the college and a student who<br />

enrolls for credit into an agreement for the purpose of realizing the<br />

student’s educational goal through the college’s established programs,<br />

policies and requirements.<br />

Provided to all students are an admission process, orientation to<br />

the college and its programs, assessment, counseling and advising,<br />

and student follow up. The Office of Matriculation is located in the<br />

Student Services and Administration Building, Room 103E. For<br />

At the time of application, all students are classified as exempt<br />

or non-exempt from various matriculation components. Students<br />

may be exempt, depending upon the matriculation component, by<br />

meeting any of the following criteria: 1) have already earned an<br />

Associate degree or higher, 2) are attending <strong>Harbor</strong> for recreational<br />

or personal growth classes only and have no intention of pursuing<br />

a certificate or degree, 3) are taking one or two classes required to<br />

renew a license and have no intention of pursuing a certificate or<br />

degree, or 4) are presently enrolled at another school and plan to<br />

take one or two classes to be credited at their home school. Students<br />

who submit scores from assessment tests equivalent to those used<br />

at <strong>Harbor</strong> <strong>College</strong> may be waived from additional testing. A student<br />

may also qualify for the waiver by completing an equivalent English<br />

or math course at another college or university. The student should<br />

bring evidence of prior testing or coursework to a counselor for<br />

evaluation. The college is prohibited from using any matriculation<br />

practice which has the purpose or effect of subjecting any person to<br />

unlawful discrimination. An allegation that the district has done so<br />

or has established a discriminatory prerequisite, shall be considered a<br />

complaint of unlawful discrimination and shall be filed, investigated<br />

and resolved. Further information can be obtained at the Student<br />

Services office in the Student Services & Administration Building. If<br />

a student wishes to challenge matriculation provisions, he or she can<br />

see the Vice President of Student Services in the Student Services/<br />

Administration Building (SSA 203). The college shall investigate<br />

and attempt to resolve complaints. Written complaint or grievance<br />

procedures are available in the Student Services office SSA 203.<br />

Records of all such complaints are retained for at least three years<br />

after the complaint has been resolved and shall be subject to review<br />

by the Chancellor as part of the statewide evaluation.<br />

Students’ Rights and Responsibilities<br />

A student at <strong>Harbor</strong> <strong>College</strong> is eligible to enroll in any course<br />

for which he or she meets established prerequisites. The student is<br />

required to express at least a broad educational intent upon admission,<br />

participate in counseling, diligently attend class, complete assigned<br />

course work, complete courses and maintain progress toward an<br />

educational goal.<br />

Students should see a counselor to develop a student educational<br />

plan (SEP). This plan will outline what courses you need to meet<br />

your educational goal. The student needs to identify a specific<br />

educational goal after completion of 15 units of degree-applicable<br />

credit course work.<br />

Assessment Examinations<br />

Assessment tests are used to place students in mathematics courses,<br />

English courses involving writing and composition, Developmental<br />

Communications courses dealing with reading and comprehension,<br />

and English as a Second Language courses.<br />

Assessment testing may be waived for matriculating students who<br />

qualify for the waiver on the basis of English Advanced Placement<br />

test scores, or completion of English 21, 28, 101, or equivalent<br />

(with “C” grade or better). It may be possible to use other colleges’<br />

English or math placement test results as long as the test was taken<br />

within two years. See a counselor and bring your test results, grade<br />

reports, or transcripts.<br />

Matriculation Exemptions<br />

At the time of application, all students are classified as exempt or<br />

policy is listed below.<br />

Assessment Exemption Criteria: A student is exempt if he or she (1)<br />

has an AA/AS degree or higher, (2) is enrolling in physical education<br />

or recreational courses only and has no intention of pursuing a<br />

certificate or degree, (3) is taking one or two classes (not English or<br />

math) to renew a license and has no intention of pursuing a certificate<br />

or degree, or (4) is concurrently enrolled at another college, university<br />

or high school and is taking one or two classes (not English or math)<br />

to transfer back to the home institution.<br />

Note: Students who have completed assessments or prerequisite<br />

courses at other colleges may meet this requirement if they present<br />

transcripts or grade reports to a counselor which show comparable<br />

assessments or courses completed with satisfactory grades.<br />

Orientation and Counseling Exemption Criteria: A student is<br />

exempt if he or she (1) has an AA/AS degree or higher, (2) is taking<br />

recreational or personal growth classes only and has no intention<br />

of pursuing a certificate or degree, (3) is taking one or two classes<br />

to renew a license and has no intention of pursuing a certificate or<br />

degree, or (4) is concurrently enrolled at another college, university<br />

or high school and is taking one or two classes to transfer back to<br />

the home institution.<br />

Students with complaints or challenges to any matriculation<br />

provisions may appeal to the Vice President of Student Services in<br />

the Student Services Center (SSA 203). The college shall investigate<br />

and attempt to resolve complaints. Written complaint and grievance<br />

procedures are available in the Student Services office.<br />

ENROLLMENT FEE<br />

For California residents, the fee for community college attendance<br />

is $46.00 per unit per semester, subject to change by the California<br />

Legislature. There is a mandatory $1.00 Student Representation fee<br />

and mandatory Health Fees - $11.00 (Fall and Spring) and $8.00<br />
