5. Environmental Analysis<br />
Specific projects considered in this Plan may require subsequent environmental<br />
review that would tier off of this programmatic <strong>Draft</strong> <strong>EIS</strong>/<strong>EIR</strong>.<br />
5.1.3 Focus<br />
Reclamation and CSP established <strong>the</strong> focus of this <strong>Draft</strong> <strong>EIS</strong>/<strong>EIR</strong> after<br />
considering comments from public agencies and <strong>the</strong> community regarding <strong>the</strong><br />
Plan (Section 6.1). Comments received on <strong>the</strong> 2005 <strong>Draft</strong> <strong>EIR</strong> were also reflected<br />
in <strong>the</strong> focus of this document. In addition, <strong>the</strong> preparers of this <strong>EIS</strong>/<strong>EIR</strong><br />
coordinated with public agencies including <strong>the</strong> County of Merced, <strong>the</strong> SJVAPCD,<br />
and <strong>the</strong> DWR in <strong>the</strong> process of updating and revising <strong>the</strong> 2005 <strong>Draft</strong> <strong>EIR</strong>. Chapter<br />
6 describes <strong>the</strong> public and agency involvement conducted to date.<br />
5.1.4 Environmental Review Process<br />
Consistent with NEPA/CEQA requirements, a good-faith ef<strong>for</strong>t has been made<br />
during <strong>the</strong> preparation of this <strong>Draft</strong> <strong>EIS</strong>/<strong>EIR</strong> to contact and consult affected<br />
agencies, organizations, and persons who may have an interest in this project. The<br />
ef<strong>for</strong>t included <strong>the</strong> circulation of an NOI/NOP, which began a 30-day comment<br />
period. The purpose of <strong>the</strong> NOI/NOP was to in<strong>for</strong>m agencies and <strong>the</strong> public that a<br />
<strong>Draft</strong> <strong>EIS</strong>/<strong>EIR</strong> was being prepared <strong>for</strong> <strong>the</strong> Plan Area and to invite comments on<br />
<strong>the</strong> scope and content of <strong>the</strong> <strong>EIS</strong>/<strong>EIR</strong>. The letters and comments that were<br />
received are summarized in Chapter 6 and included in Appendix C.<br />
Upon issuance of this draft <strong>for</strong> public review, Reclamation will file a NOA <strong>for</strong><br />
placement in <strong>the</strong> Federal Register, and CSP will file a NOC with <strong>the</strong> Governor’s<br />
Office of Planning and Research, State Clearinghouse, indicating that a <strong>Draft</strong> Plan<br />
and <strong>EIS</strong>/<strong>EIR</strong> has been completed and is available <strong>for</strong> review and comment by <strong>the</strong><br />
public. A review period (starting on <strong>the</strong> date <strong>the</strong> NOA is published in <strong>the</strong> Federal<br />
Register) will be provided <strong>for</strong> <strong>the</strong> public and o<strong>the</strong>r agencies to review and<br />
comment on <strong>the</strong> <strong>Draft</strong> <strong>EIS</strong>/<strong>EIR</strong>.<br />
Reviewers of <strong>the</strong> <strong>Draft</strong> <strong>EIS</strong>/<strong>EIR</strong> should focus on <strong>the</strong> sufficiency of <strong>the</strong> document<br />
in <strong>the</strong> identification and analysis of <strong>the</strong> potential environmental impacts of <strong>the</strong><br />
Plan. Comments may be made on <strong>the</strong> <strong>Draft</strong> <strong>EIS</strong>/<strong>EIR</strong> in writing be<strong>for</strong>e <strong>the</strong> end of<br />
<strong>the</strong> comment period. After <strong>the</strong> close of <strong>the</strong> public review period, Reclamation and<br />
CSP will prepare responses to comments on <strong>the</strong> content and conclusions of <strong>the</strong><br />
<strong>Draft</strong> <strong>EIS</strong>/<strong>EIR</strong> and will revise <strong>the</strong> document as necessary to address <strong>the</strong><br />
comments. The <strong>Draft</strong> <strong>EIS</strong>/<strong>EIR</strong> and technical appendices, toge<strong>the</strong>r with <strong>the</strong><br />
responses to comments, will constitute <strong>the</strong> Final <strong>EIS</strong>/<strong>EIR</strong>.<br />
