5. Environmental Analysis<br />

− A lack of sufficient water supplies available to serve <strong>the</strong> project from<br />

existing entitlements and resources;<br />

− A determination by <strong>the</strong> wastewater treatment provider that serves or<br />

may serve <strong>the</strong> project that it has inadequate capacity to serve <strong>the</strong><br />

project’s demand in addition to <strong>the</strong> provider’s existing commitments;<br />

− An increased demand <strong>for</strong> police protection and fire and emergency<br />

services exceeding existing or planned staffing levels; or<br />

- An increase in response times to calls <strong>for</strong> police protection and fire and<br />

emergency services exceeding existing levels or established<br />

per<strong>for</strong>mance standards.<br />

5.4.8.3 Environmental Evaluation<br />

Facilities Expansion and Construction Maintenance and safety upgrades to<br />

utilities would be required under all alternatives. These upgrades would include<br />

wear items on specific utilities, replacement of broken or damaged equipment,<br />

and replacement of older equipment that is determined to be unsafe. The<br />

replacement of old systems such as leaking water tanks and treatment facilities<br />

would have <strong>the</strong> potential to at least partly offset an increase in visitation and<br />

demand from ei<strong>the</strong>r regional population growth or additional facilities/uses<br />

included in <strong>the</strong> action alternatives. Development of facilities in areas currently<br />

without utility service could require additional utility infrastructure and<br />

connections, as well as associated service capacity, supply, and maintenance.<br />

Project-level analysis would be required to verify existing capacities and to<br />

determine <strong>the</strong> extent of effects from specific development on utility systems in <strong>the</strong><br />

Plan Area. Effects to utilities would vary by alternative as discussed below.<br />

• Alternative 1, <strong>the</strong> No Action/No Project Alternative, would not include <strong>the</strong><br />

construction of any additional features or facilities; <strong>the</strong>re<strong>for</strong>e, no new or<br />

expanded utility infrastructure and connections would be required.<br />

Utilities would be upgraded over time to meet current standards, and<br />

existing lighting would be maintained and repaired as needed. Alternative<br />

1 would have no effects on utilities related to facilities expansion or<br />

construction.<br />

• Alternative 2 would include <strong>the</strong> fewest physical additions and visitor use<br />

modifications of <strong>the</strong> action alternatives. Like Alternative 1, Alternative 2<br />

would provide <strong>for</strong> upgrading utilities as needed to meet current standards.<br />

Alternative 2 would also including maintaining and repairing existing<br />

lighting using energy-efficient fixtures, and adding carbon-reducing<br />

features such as solar panels. Alternative 2 could have minor effects<br />

related to facilities expansion or construction, which would be reduced by<br />

implementation of measures such as those described in Section 5.4.8.4.<br />

• Alternative 3 would include a greater number of features and facilities in<br />

<strong>the</strong> Plan Area than Alternative 2. The addition of RV hookups and o<strong>the</strong>r<br />

utilities could require new or expanded utility infrastructure and<br />

connections. Providing water service at Medeiros Use Area may require a<br />

new distribution system but would be limited to new facilities proposed in<br />

<strong>the</strong> immediate vicinity and may use existing infrastructure along SR 33 to<br />
