5. Environmental Analysis<br />

cultural resources were identified in <strong>the</strong> NAHC sacred lands file. Implementation<br />

of <strong>the</strong> Plan will not affect known Indian Sacred Sites.<br />

5.2.4.6 Energy and Mineral <strong>Resource</strong>s<br />

The Plan policies encourage resource conservation and recreational uses <strong>for</strong> <strong>the</strong><br />

Plan Area. Plan implementation in and of itself would not require additional<br />

energy. The potential development and improvements that are recommended in<br />

<strong>the</strong> Plan would require minimal amounts of energy and would not adversely affect<br />

peak- and base-period demands <strong>for</strong> electricity.<br />

The Plan includes <strong>the</strong> protection of large expanses of undeveloped land and would<br />

not preclude <strong>the</strong> development of any mineral resources if found. There<strong>for</strong>e, <strong>the</strong><br />

proposed Plan would not have an adverse impact on <strong>the</strong> environment related to<br />

mineral resources.<br />

5.2.4.7 Noise<br />

Plan implementation would not expose visitors to excessive noise, groundborne<br />

vibration, or substantial increases in ambient noise. Additional visitor facilities<br />

and uses are concentrated in <strong>the</strong> Frontcountry (FC), Administration and<br />

Operations (AO), Rural Developed (RD), and Suburban (S) zones of existing use<br />

areas, where noise from visitor activities and vehicles exists and is consistent with<br />

<strong>the</strong> setting. CSP rules and regulations pertaining to visitor noise (e.g., radios must<br />

not be audible beyond a visitor’s immediate campsite regardless of <strong>the</strong> time of<br />

day or night; generators or o<strong>the</strong>r devices are not to be operated between <strong>the</strong> hours<br />

of 8 PM and 10 AM) would continue to apply and would not be affected by Plan<br />

implementation.<br />

The effects of noise on biotic species are discussed in Section 5.4.3.<br />

5.2.4.8 Socioeconomics<br />

Implementation of <strong>the</strong> Plan would not result in impacts related to population,<br />

employment, or housing. The Plan would not induce substantial population<br />

growth in <strong>the</strong> area because it does not propose any substantial new housing or<br />

businesses. The Plan would not displace any people or housing or result in <strong>the</strong><br />

need to construct replacement housing elsewhere. Implementation of <strong>the</strong> Plan<br />

could result in an increased need <strong>for</strong> staff, but <strong>the</strong> number of new jobs generated<br />

would not be significant and would not exceed <strong>the</strong> projected job growth in <strong>the</strong><br />

area.<br />

5.2.4.9 Environmental Justice<br />

Executive Order 12898, Environmental Justice, is a federal requirement to<br />

identify <strong>the</strong> disproportionately high and adverse health and environmental effects<br />

on minority populations and low-income populations that could be caused by a<br />

proposed federal action. Accompanying Executive Order 12898 is a Presidential<br />

Transmittal Memorandum that references existing federal statutes and regulations,<br />

including NEPA, to be used in conjunction with <strong>the</strong> Executive Order. The Council<br />

on Environmental Quality (CEQ) issued Guidance Under NEPA in 1997 (CEQ<br />

1997). Minority populations include all persons identified by <strong>the</strong> U.S. Census of<br />
