4. Plan Overview<br />

Goal WA-E1<br />

• Explore opportunities and actions that can reduce <strong>the</strong> impacts of waterlevel<br />

fluctuations to help maintain consistent conditions <strong>for</strong> water-based<br />

users.<br />

Guidelines<br />

• Examine <strong>the</strong> possibility of removing built-up sediment to maintain water<br />

levels even during times of peak water demand.<br />

• Work with agencies and appropriate groups to explore methods to reduce<br />

and remove weedy vegetation from inhabiting water surfaces.<br />

4.2.5.2 Restriction of Access to Dams and Power Facilities (WA-A)<br />

Recreational use areas are interspersed throughout <strong>the</strong> Plan Area among a variety<br />

of water operation-related facilities. It is not always clear what areas are open to<br />

<strong>the</strong> public, and some areas are not secured <strong>for</strong> nonpublic access. Safety and<br />

security need to be en<strong>for</strong>ced and visitors need to be kept in<strong>for</strong>med of <strong>the</strong><br />

importance of adhering to access restrictions.<br />

Goal WA-A1<br />

• Work with agencies to clarify visitor access in all areas, compatible with<br />

state and federal safety and security requirements.<br />

Guidelines<br />

• If public access is to be limited or not permitted, ensure proper signage,<br />

fencing, or o<strong>the</strong>r means to convey this in<strong>for</strong>mation to visitors.<br />

• Identify areas requiring additional security improvements to assist<br />

managers in en<strong>for</strong>cing access.<br />

• Determine areas where jurisdiction is not clear and define <strong>the</strong> roles of <strong>the</strong><br />

managing agencies.<br />

• Set up standard operating procedures between Reclamation and <strong>the</strong><br />

managing agencies to enhance operations and efficiency.<br />

4.3 Management Zones<br />

Management zones are geographic divisions that have distinct physical, social,<br />

and management characteristics. The creation of management zones helps Plan<br />

Area managers to focus activities and facilities in locations that are<br />

environmentally and logistically suitable. Management zones provide a basis <strong>for</strong><br />

<strong>the</strong> direction of <strong>the</strong> type and intensity of development and use within each area.<br />

Current management zones have been identified <strong>for</strong> various portions of <strong>the</strong> Plan<br />

Area. Future zones will vary depending on <strong>the</strong> alternative selected and <strong>the</strong><br />

management actions taken <strong>for</strong> those alternatives. These zones, and <strong>the</strong> actions<br />

associated with <strong>the</strong>m, are not intended to provide all activities <strong>for</strong> all users.<br />
