4. Plan Overview<br />

• Provide <strong>for</strong> storage of collections and documentation and display of select<br />

cultural resources.<br />

• Submit and complete site records to <strong>the</strong> State Historic Preservation Officer<br />

as necessary to determine eligibility <strong>for</strong> inclusion in <strong>the</strong> National Register<br />

of Historic Places, <strong>the</strong> Cali<strong>for</strong>nia Register of Historical <strong>Resource</strong>s, or <strong>for</strong><br />

listing and recognition under CSP’s Cultural <strong>Resource</strong>s Division,<br />

including under cultural landscapes.<br />

• The District Superintendent may solicit <strong>the</strong> evaluation of potential cultural<br />

landscapes within <strong>the</strong> Plan Area using National Park Service (NPS)<br />

guidance on cultural landscapes as outlined in Protecting Cultural<br />

Landscapes. Prepare Cultural Landscape Reports when deemed<br />

appropriate and necessary.<br />

• Consult with CSP’s cultural resource specialists when planning <strong>the</strong><br />

construction of new facilities and uses.<br />

• When new development or improvements to existing facilities are<br />

proposed and may impact cultural resources, ensure compliance with<br />

NEPA and CEQA requirements.<br />

4.2.1.3 Climate (RES-C)<br />

The effects of summer wind and heat are a limiting factor on visitor use of Plan<br />

Area facilities and a safety issue. In winter, fog can limit access to <strong>the</strong> vicinity or<br />

certain locations within <strong>the</strong> Plan Area. In <strong>the</strong> case of windsurfing, wind creates a<br />

prime location <strong>for</strong> <strong>the</strong> sport, attracting users from many locales throughout <strong>the</strong><br />

state. In contrast, it can also fuel a dangerous wildland fire, increasing its intensity<br />

and duration and <strong>the</strong> resources needed to control it. Climatic factors need to be<br />

considered in <strong>the</strong> use and management of visitor facilities and resource protection,<br />

and provided <strong>for</strong> in <strong>the</strong> design and planning of future activities.<br />

Goal RES-C1<br />

• Provide documentation and consider climatic data in <strong>the</strong> design and<br />

planning of visitor facilities and resource management tools and activities.<br />

Monitor potential effects of climate change over time.<br />

Guidelines<br />

• Continue to collaborate with Cal Fire to design vegetative buffers in and<br />

around visitor facilities to provide shade and wind blocks.<br />

• Ensure that any wildland fire prevention planning uses <strong>the</strong> most accurate<br />

wea<strong>the</strong>r data collected onsite or in proximity to current conditions.<br />

• Consider adding wind warning lights where feasible and warranted, and<br />

educate visitors about <strong>the</strong>ir use.<br />

• Provide in<strong>for</strong>mation about how to obtain wind and water level<br />

in<strong>for</strong>mation.<br />
