4. Plan Overview<br />

after 2014, a watercraft operator self-inspection program would be implemented<br />

as part of Alternative 1 to meet <strong>the</strong> requirements of Cali<strong>for</strong>nia Fish and Game<br />

Code Section 2302. The self-inspection program would be implemented<br />

consistent with <strong>the</strong> Level 1 Self-Inspection described in Recommended Uni<strong>for</strong>m<br />

Minimum Protocols and Standards <strong>for</strong> Watercraft Interception Programs <strong>for</strong><br />

Dreissenid Mussels in <strong>the</strong> Western United States (Pacific States Marine Fisheries<br />

Commission 2009).<br />

Under this program, an inspection <strong>for</strong>m would be made available at an entry<br />

station, kiosk, or message board. The <strong>for</strong>m would have questions <strong>for</strong> <strong>the</strong><br />

watercraft/equipment to answer and instructions <strong>for</strong> inspecting all designated<br />

areas and equipment. Be<strong>for</strong>e launching, boaters must confirm by signing and<br />

displaying a completed self-inspection <strong>for</strong>m that watercraft, equipment, and trailer<br />

have not been in any water known or suspected of having quagga/zebra mussels<br />

in <strong>the</strong> past 30 days; have been cleaned, and to <strong>the</strong> extent practical, drained and<br />

dried; and have been visually inspected at <strong>the</strong> site prior to launching. The <strong>for</strong>m<br />

would <strong>the</strong>n be placed in or on <strong>the</strong> transport vehicle, where it can be easily seen.<br />

Completion and display of <strong>the</strong> inspection <strong>for</strong>m would be voluntary. If needed to<br />

protect Plan Area infrastructure and ecosystems, o<strong>the</strong>r potential control measures<br />

could be evaluated including, but not limited to, mandatory use of <strong>the</strong> inspection<br />

<strong>for</strong>m; screening interviews at <strong>the</strong> point of entry; a comprehensive<br />

watercraft/equipment inspection per<strong>for</strong>med by trained inspectors of all high-risk<br />

watercraft/equipment; and/or decontamination, quarantine, or exclusion of suspect<br />

watercraft.<br />

Section 5.4 evaluates <strong>the</strong> impacts associated with this alternative in relation to <strong>the</strong><br />

action alternatives.<br />

4.4.2 Alternative 2: Limited New Access and Development<br />

Alternative 2 would provide <strong>the</strong> least overall new visitor access and facility<br />

diversity of <strong>the</strong> action alternatives. General locations of <strong>the</strong> new facilities and<br />

features of Alternative 2 are shown on Map 9 and listed in Table 4-1.<br />

Management zone designations would remain <strong>the</strong> same as with Alternative 1. The<br />

following description of Alternative 2 is organized by <strong>the</strong> planning areas defined<br />

in Section 3.4.<br />

<strong>Resource</strong> Management. Alternative 2 proposes <strong>the</strong> fewest physical additions and<br />

visitor use modifications in <strong>the</strong> Plan Area but includes several resource<br />

management components. Alternative 2 would implement focused management<br />

plans <strong>for</strong> <strong>the</strong> Plan Area resources described below. The preparation of <strong>the</strong>se plans<br />

differs from o<strong>the</strong>r proposed management elements. Proposed recreational uses or<br />

facilities allowed under <strong>the</strong> Plan would be implemented at <strong>the</strong> discretion of Plan<br />

Area management and could be discontinued <strong>for</strong> <strong>the</strong> reasons described at <strong>the</strong><br />

beginning of Section 4.4. In contrast, preparation of <strong>the</strong> focused management<br />

plans is part of Plan implementation and would be implemented within three to<br />

five years of Plan adoption, or sooner if funding is available. The focused<br />

management plans would be as follows:<br />
