Appendix C. Public Involvement Program<br />

O<strong>the</strong>r Issues<br />

Steve Pearl stated that Highway 152 egress issues from different locations within <strong>San</strong> <strong>Luis</strong><br />

<strong>Reservoir</strong> and Pacheco State Park need to be addressed. The Dinosaur Point Road left turn is a<br />

safety hazard, as are <strong>the</strong> Basalt left turn and <strong>the</strong> <strong>San</strong> <strong>Luis</strong> Creek left turn. Donna responded that<br />

<strong>the</strong> planning team will be reviewing all of <strong>the</strong> in<strong>for</strong>mation from <strong>the</strong> scoping meetings, which<br />

included discussion about traffic safety issues. She also stated that currently, Caltrans does not<br />

have proposals <strong>for</strong> safety improvements but that <strong>the</strong> General Plan could make recommendations<br />

regarding <strong>the</strong>se issues.<br />

Bruce Hochuli asked about <strong>the</strong> high speed bullet train. Dennis responded that DPR has been<br />

attending <strong>the</strong> meetings and <strong>the</strong> final route has not been chosen yet. A decision likely will be made<br />

this summer. Dave Gould added that one alternative would run between <strong>the</strong> cemetery and<br />

Checkpoint 12.<br />

Dan Applebee asked about <strong>the</strong> connection between <strong>the</strong> General Plan process and <strong>the</strong> <strong>San</strong>ta Clara<br />

Valley Water District <strong>San</strong> <strong>Luis</strong> Low Point Project. Dave Gould described that water is pumped to<br />

a reservoir in <strong>San</strong> Benito County. When water levels are low, algae in <strong>the</strong> <strong>San</strong> <strong>Luis</strong> <strong>Reservoir</strong><br />

causes problems <strong>for</strong> pumping. The SCVWD is looking at 18 alternatives to address <strong>the</strong> problem<br />

of <strong>the</strong> low point. They expect to have <strong>the</strong> alternatives narrowed to six by February. Tom added<br />

that SCVWD will be concerned about anything that affects <strong>the</strong>ir access to <strong>the</strong> <strong>San</strong> <strong>Luis</strong> <strong>Reservoir</strong><br />

and Dinosaur Point Road.<br />

Dan Applebee asked whe<strong>the</strong>r <strong>the</strong> control of water levels would be included within <strong>the</strong> General<br />

Plan/RMP process. Bob responded that water levels were affected by issues beyond <strong>the</strong> scope of<br />

<strong>the</strong> RMP. Wayne added that <strong>the</strong> General Plan could include policies regarding ways to try to<br />

resolve some of <strong>the</strong> conflicts. It will not, however, have any legal authority to solve <strong>the</strong> conflicts.<br />

Bob Epperson stated that he has gotten some useful suggestions out of this scoping meeting,<br />

particularly <strong>for</strong> automated real time water levels at <strong>the</strong> O'Neill Forebay and <strong>for</strong> <strong>the</strong> idea of<br />

studying <strong>the</strong> possibility of increasing water levels at <strong>the</strong> O'Neill Forebay.<br />

Steve Pearl asked about <strong>the</strong> possibility of dedicating some roads <strong>for</strong> gravity sports, as opposed to<br />

leaving <strong>the</strong>m open <strong>for</strong> dual use. Donna responded that this could possibly be included as a<br />

recommendation.<br />

Mike Mulligan commented on DFG's interests in <strong>the</strong> process. 1) DFG would like to see <strong>the</strong><br />

General Plan process help to fill some o f <strong>the</strong> gaps in knowledge about wildlife, at least as part of<br />

its recommendation; 2) DFG's constituency also includes hunters and fishers and <strong>the</strong>y would like<br />

to see <strong>the</strong>se activities maintained, if not expanded; 3) <strong>the</strong> General Plan provides an opportunity<br />

<strong>for</strong> a long-term Section 1600 permit <strong>for</strong> ongoing maintenance activities; and 4) addressing <strong>the</strong><br />

issue of permits <strong>for</strong> endangered species.<br />

Conclusions & Next Steps<br />

Donna Plunkett thanked everyone <strong>for</strong> <strong>the</strong>ir participation and reminded everyone to sign in to<br />

ensure that <strong>the</strong>y would receive future mailings. She also stated that <strong>the</strong>re would be two additional<br />

public workshops and that newsletters would be mailed to in<strong>for</strong>m people about <strong>the</strong> meetings and<br />

<strong>the</strong> planning processes. The meeting ended at approximately 2 p.m.<br />
