4. Plan Overview<br />

Goal OPS-A2<br />

• Provide adequate emergency access to new facilities or backcountry areas<br />

and reservoirs as necessary.<br />

Guideline<br />

• Work with surrounding landowners to clarify <strong>the</strong> ownership and location<br />

of adjacent offsite roads and <strong>the</strong> possibility to use <strong>the</strong>se if needed. Provide<br />

emergency access <strong>for</strong> Plan Area staff members and entities such as Cal<br />

Fire <strong>for</strong> wildland fire access and o<strong>the</strong>r such uses.<br />

Goal OPS-A3<br />

• Provide well-defined, safe use area entry points capable of handling<br />

visitors and a variety of vehicles during peak-use days and all seasons.<br />

Guideline<br />

• Design improvements with up-to-date standards capable of handling<br />

current and future vehicular and safety needs.<br />

Goal OPS-A4<br />

• Provide well-defined visitor access to all use areas with clear, consistent<br />

signage (e.g., branding standards and visual identity).<br />

Guidelines<br />

• Maintain and develop clear signage with a unified design <strong>for</strong> visitor access<br />

and orientation throughout <strong>the</strong> Plan Area.<br />

• Provide ADA-compliant facilities and recreational use access (e.g., trails)<br />

where practicable based on <strong>the</strong> site conditions.<br />

4.2.4.2 Management Agreements (OPS-M)<br />

Reclamation holds and maintains many agreements with different agencies to<br />

manage its lands and waters <strong>for</strong> distribution and with utility companies to<br />

maintain rights-of-way as needed. The agreement with CSP is essential to provide<br />

long-term continuity in recreation and resource management at this location.<br />

Original agreements date back several decades and may not reflect current on-<strong>the</strong>ground<br />

conditions or legal requirements.<br />

Goal OPS-M1<br />

• Ensure that management and o<strong>the</strong>r agreements reflect <strong>the</strong> current<br />

conditions of <strong>the</strong> Plan Area and meet <strong>the</strong> Plan goals and guidelines.<br />

Guidelines<br />

• Review all management and o<strong>the</strong>r agreements to update, renew, or revise<br />

<strong>for</strong> compatibility with current needs and consistency with <strong>the</strong> Plan.<br />

• Ensure that <strong>the</strong> language of agreements fits current management<br />

conditions and allows <strong>for</strong> joint Plan implementation.<br />
