4. Plan Overview<br />

Guidelines<br />

• Develop an integrated pest management plan as per current state and<br />

federal standards to record and document practices related to pest<br />

management.<br />

• Monitor Plan implementation requirements and future construction<br />

projects.<br />

Goal OPS-S3<br />

• Pursue adequate staffing to meet public safety, management,<br />

interpretation, facility maintenance, and resource protection needs.<br />

Guidelines<br />

• Evaluate and adjust staffing needs when planning existing and new<br />

programs.<br />

• Explore <strong>the</strong> use of volunteers to complement <strong>the</strong> staff where feasible.<br />

4.2.4.4 Utilities (OPS-U)<br />

Utility infrastructure is generally adequate <strong>for</strong> <strong>the</strong> current facilities and uses.<br />

There are limitations <strong>for</strong> water distribution in some locations as well as lighting<br />

improvements needed in some areas. There is no comprehensive plan<br />

documenting <strong>the</strong> existing, as-built utility network or its adequacy within <strong>the</strong> Plan<br />

Area. Improvements to existing facilities and new projects will require an<br />

understanding of <strong>the</strong> utility needs to determine <strong>the</strong>ir feasibility and cost.<br />

Goal OPS-U1<br />

• Ensure <strong>the</strong> continuance of long-term infrastructure function of <strong>the</strong> Plan<br />

Area.<br />

Guidelines<br />

• Devise a strategic plan <strong>for</strong> <strong>the</strong> installation of a water distribution system in<br />

areas such as Medeiros Use Area in collaboration with <strong>the</strong> <strong>San</strong>ta Nella<br />

County Water District.<br />

• Identify o<strong>the</strong>r utility needs and implement utility improvements<br />

comprehensively to avoid unnecessary site disturbance and expensive<br />

rerouting of utility corridors and junctions over time.<br />

4.2.4.5 Sustainability and Renewable Energy (OPS-RE)<br />

The opportunity exists to incorporate sustainability principles into both existing<br />

and potential future Plan Area facilities, activities, and operations and<br />

maintenance. In addition, Reclamation has identified approximately 1,200 acres<br />

of federal lands in <strong>the</strong> Plan Area as potentially viable <strong>for</strong> renewable energy<br />

development.<br />

Goal OPS-RE1<br />

• To <strong>the</strong> extent feasible, incorporate principles and practices of<br />

sustainability into <strong>the</strong> Plan Area’s facilities, improvements, and<br />

<strong>San</strong> <strong>Luis</strong> <strong>Reservoir</strong> <strong>SRA</strong> 4-25<br />

<strong>Draft</strong> RMP/GP and <strong>Draft</strong> <strong>EIS</strong>/<strong>EIR</strong>
