4. Plan Overview<br />
• Secondary Interpretive Period—Rancho <strong>San</strong> <strong>Luis</strong> Gonzaga: 1843-1962.<br />
This period starts with <strong>the</strong> granting of <strong>the</strong> land to <strong>the</strong> Pacheco family,<br />
through <strong>the</strong> final loss of <strong>the</strong> valley via condemnation under eminent<br />
domain to build <strong>the</strong> dam.<br />
Goal VIS-I3<br />
• Prepare an interpretive plan in order to provide a variety of interpretive<br />
and educational services that celebrate <strong>the</strong> Plan Area, <strong>the</strong> region’s cultural<br />
history, and its unique and representative natural resources.<br />
Guidelines<br />
• Pursue enhancement of interpretive opportunities with a mix of programs<br />
(such as guided tours, campfire programs, lectures, school field trips, or<br />
o<strong>the</strong>r similar programs), media (such as publications and audio-visual<br />
programs) and facilities (such as interpretive signage, outdoor exhibits,<br />
Basalt Quarry, visitor’s center and o<strong>the</strong>r similar venues).<br />
• Consider partnerships with DWR to optimize <strong>the</strong> use of <strong>the</strong> Romero<br />
Visitor’s Center and o<strong>the</strong>r water operation facilities <strong>for</strong> interpretive<br />
purposes.<br />
4.2.2.4 Concession Opportunities (VIS-C)<br />
Goal VIS-C1<br />
• Provide concession opportunities that support <strong>the</strong> purpose and vision <strong>for</strong><br />
<strong>the</strong> Plan Area and enhance <strong>the</strong> visitor experience.<br />
Guidelines<br />
• Identify concessions that add to <strong>the</strong> capacity of Plan Area staff and clearly<br />
implement desired visitor programs beyond what CSP is capable of<br />
achieving.<br />
• While considering <strong>the</strong> needs of recreational user groups and<br />
concessionaires, craft concession plans that are based on visitor use and<br />
demand and that serve a viable population.<br />
• Choose concessions that best exemplify <strong>the</strong> character and needs of <strong>the</strong> use<br />
area and enhance <strong>the</strong> ability to provide a quality visitor experience while<br />
meeting o<strong>the</strong>r Plan goals.<br />
4.2.3 Local and Regional Planning<br />
Local and regional planning encompasses coordination and cooperation with<br />
landowners, advisory boards, regulatory agencies, and municipalities in <strong>the</strong><br />
vicinity of <strong>the</strong> Plan Area. The land around <strong>the</strong> Plan Area and visitors to <strong>the</strong><br />
facilities and in <strong>the</strong> region are continually changing and can affect <strong>the</strong> use and<br />
condition of <strong>the</strong> Plan Area. Issues and topics related to local and regional planning<br />
are defined and described in Chapter 3 and are presented in this section under <strong>the</strong><br />
following categories:<br />
