3. Planning Influences<br />

The Statewide Trails Office has as its mission to “promote <strong>the</strong> establishment and<br />

maintenance of a system of trails and greenways that serves Cali<strong>for</strong>nia’s diverse<br />

population while respecting and protecting <strong>the</strong> integrity of its equally diverse<br />

natural and cultural resources. The system should be accessible to all Cali<strong>for</strong>nians<br />

<strong>for</strong> improving <strong>the</strong>ir physical and mental well-being by presenting opportunities<br />

<strong>for</strong> recreation, transportation, and education, each of which provides enhanced<br />

environmental and societal benefits.”<br />

3.2.3.5 Cali<strong>for</strong>nia State Parks Accessibility Guidelines<br />

The Cali<strong>for</strong>nia State Parks Accessibility Guidelines were issued in October 2009<br />

and are scheduled <strong>for</strong> release as part of <strong>the</strong> Architectural Barriers Act<br />

Accessibility Standards (ABAAS) sometime this year (United States Access<br />

Board 2009). These design standards specifically address campgrounds, picnic<br />

areas, trails, and o<strong>the</strong>r facilities and will apply to all federal recreation areas<br />

including those managed <strong>for</strong> <strong>the</strong> federal government by non-federal entities.<br />

These standards will be used in <strong>the</strong> upgrade and management of recreation<br />

facilities.<br />

3.2.3.6 Cali<strong>for</strong>nia State Park System Plan<br />

The Cali<strong>for</strong>nia State Park System Plan addresses <strong>the</strong> needs and operations of <strong>the</strong><br />

State Park System through 2020. According to <strong>the</strong> plan’s Executive Summary, it<br />

“addresses <strong>the</strong> System with an emphasis on in<strong>for</strong>ming decision-makers,<br />

concerned organizations, and a variety of stakeholders” and is “intended to guide<br />

staff members who keep <strong>the</strong> System functioning through its major programs and<br />

park operations. It is an important internal tool <strong>for</strong> communicating advances<br />

currently taking place in <strong>the</strong> State Park System’s core programs and key<br />

initiatives <strong>for</strong> future growth and success.” Core programs discussed in <strong>the</strong> plan<br />

include natural heritage preservation, cultural heritage preservation, outdoor<br />

recreation, education and interpretation, facilities, and public safety. The plan<br />

addresses <strong>the</strong> following key statewide initiatives: state parks in urban areas,<br />

acquisition, development, staffing a cohesive system, and funding.<br />

3.2.3.7 Concession Program Policies<br />

The CSP’s Concession Program Policies have provisions <strong>for</strong> leases and permits,<br />

program conflict resolution, an integrated management plan, outsourcing,<br />

contracts, interpretive concessions, a request <strong>for</strong> interest (RFI) process, public<br />

stakeholder meetings, per<strong>for</strong>mance bonds and sureties, and concessionaire<br />

conflict resolution. An “interpretive concession” is defined as a concession that<br />

provides an educational service to <strong>the</strong> public by practicing skills reflective of <strong>the</strong><br />

interpretive period or interpretive <strong>the</strong>me of a park unit through products sold,<br />

services rendered, or interpretive programs provided.<br />

Concession activities in <strong>the</strong> Plan Area will meet all Reclamation standards <strong>for</strong><br />

concessions management by non-federal partners set <strong>for</strong>th in <strong>the</strong> Directives and<br />

Standards of CSP’s Manual (Reclamation 2002).<br />
